1. EMWIS, its Algerian NFP (ABH-CSM) and the Algerian Ministry of Water Resources are organising Regional workshop on "National water information systems -NWIS- & EMWIS" to be held in Algiers the days 26 and 27 June 2006. This workshop mainly aims to promote the exchange of experiences between the countries on the implementation of NWIS. The workshop will include plenary sessions with presentations of experiences and 3 working group sessions focusing on: Organizational/legislative aspects; Access to data; and Enhancement/added value of final product.  The results of the NWIS feasibility studies carried out in 2005 in 10 Mediterranean Partner countries, the output from the 4th World Water Forum on shared water information system and the proposal of Mediterranean mechanism of observation on water and sanitation will provide major inputs for the workshop. After this event, EMWIS will organise its 6th Coordination Committee seminar the 27 afternoon and 28 June in Algiers (only for EMWIS National Focal Points). 2. The 9th Meeting of the Euro-Mediterranean Information System on the know-how in the Water sector –EMWIS- Steering Committee was held in Nice (France) on 15th May 2006. During this meeting, the participants adopted four thematic priorities for the period 2007-2010,  on which EMWIS has a real added value: Integrated Water Resources Management with a focus on participative approaches; Prevention and risk management related to the extreme phenomena (in particular the water scarcity and floods); Non conventional water resources with two sub-topics: the desalination and the re-use of waste water; The local management of sanitation services and the prevention of domestic pollution. They also discussed the terms of reference of the Feasibility Study for the Mediterranean mechanism of observation on water and the preparation of the Euro-Med Water Directors meeting to be held in Greece during the Autumn 2006. Other main topics on the agenda were tackled: the progress of EMWIS, MoU with Med-EUWI and synergies with the Joint process WFD/EUWI. See EMWIS website for further information.

3. A new structure at national and regional level, according to the L. 3199/2003. The transposition of the WFD (European Water Framework directive) into Greek legislation has led to a new institutional organisation with a new Central Water Agency, 13 Regional Water Directorates, a National water Committee (interministerial political body), national and regional water councils (consultative bodies). All the legislative instruments are available only in Greek in the Hellenic Ministry for the Environment website. The protection and management of the river basins and the implementation of the WFD are a responsibility of the 13 Regional Water Directorates. In case of shared river basins, the National Water Committee must determine which regional authority is responsible. The National Water Agency is responsible for defining a national water policy and coordinating the activities of the regional directorates. Note that the regional directorates are under the General Secretary of each region. The new General Secretary of the Central Water Agency is Mr. Ioannis Sibetheros. See here full details.

4. A proposal for a pipeline that would run from Turkey to Israel was confirmed recently by senior officials at the Israeli National Infrastructure Ministry. The two countries are now in negotiations over the construction of a multi-million-dollar energy and water project that will transport water, electricity, natural gas and oil by pipelines to Israel, news media in Turkey and Israel report. This grandiose project had received tentative approval from both Turkey and Israel and would greatly enhance an abrogated landmark 2004 proposal to export water to Israel using large tankers, which proved to be prohibitively expensive. 5. The merger of the Bulgarian Association of Water Supply and Sewerage (BAWK) and Bulgarian National Association on Water Quality (BNAQW) has moved one big step closer. The merger of the two Bulgarian non-profit water and wastewater organisations is hailed as a major progress by industry experts. The past had seen repeated rivalries which had thwarted hopes for a rehabilitation of national water management. Considering that BAWK already used to be in close contact with several European water associations, the foundation of BWA is now likely to prepare the ground for an even more intense collaboration with institutions such as the International Association of Waterworks in the Danube Catchment Area (IAWD). 6. The signing ceremony marking the official launching of a new project aiming to protect and better manage the transboundary Prespa Park took place in Skopje, FYR of Macedonia, 17 April 2006. Supported mainly by GEF and the UNDP, the project includes steps to improve the sustainability of economic activity in the region and pilot new partnerships in the transboundary management of resources. Located in the South East Balkans the park is shared between three countries, Albania, Greece, and the FYR of Macedonia. See Medwet website for full information.

7. Morocco granted a gift of €3,5 million to Mauritania to finance projects of drinking water supply in Nouakchott and other cities of the country, announced the Mauritanian Agency of Information (AMI-official). This gift is intended to cover the expenses of acquisition of 30 cisterns of great capacity. see BETA website for further information. (Only in French)

8. The European Investment Bank (EIB) is lending €29.5 million to the Romanian Government for investments contributing to the improvement of the water supply services in small and medium towns. The loan will help to implement the government’s Small and Medium-Sized Towns Infrastructure Development Programme (SAMTID). SAMTID encourages smaller municipalities in the same county to group together into associations and delegate the operation and management of their water services to regional operating companies. The objective is to transform fragmented municipal services into larger scale, county-level utilities operating on a commercial basis. The Programme will improve water supply services and result in cost savings and the reduction of leakage through the replacement of network pipes and old pumps and installation of water consumption meters. The EIB loan will be combined with grants from the EU PHARE Programme. See EIB press release for full details.

9. EURODEMO, the European Co-ordination Action for demonstration of efficient soil and groundwater remediation, funded by the EU RTD Framework Programme, is now publishing its database for demonstration and pilot projects in the field of innovative soil and groundwater remediation technologies. This database is accessible via the EURODEMO homepage. It offers the possibility to access and provide information on recent and ongoing pilot and demonstration projects. For more information visit EURODEMO website and/or attend the planned thematic and promotion workshops in Vilnius, LT, Sept 14-15, 2006, and Rimini, IT, Nov 8-11, 2006, or contact Yvonne Spira from the Austrian Federal Environment Agency.

10. The entire evaluation process of the call FP6-2005-Global 4 (Global Change and Ecosystems) including the second stage procedure for New Instruments is now completed. Two new Integrated Projects totalling an EC grant of 17 Mio€ are proposed for selection. The topics for research addressed by these two projects of 4 years duration each are respectively: Global Water Cycle, Water Resources and Droughts, and water scenarios for Europe and for neighbouring countries. More detailed information about the two projects and others related to water, has been compiled within the catalogue of projects resulting from the Global 4 call, available at the EC website.

11. According to a UNEP report, restoring lost and degraded wetlands could go a long way towards reducing the threat of bird flu pandemics by keeping wild birds away from infecting domestic poultry. See UNEP website for full details.

12. The Middle East Water Congress 2006 to be held in Dubai (UAE) on 12-13th June 2006, brings you into direct contact with senior decision makers the water industry sector throughout the MENA region. Attracting those involved in wastewater treatment, desalination and distribution, this event offers you a focused market place where innovations in technology and best practice are given top priority. 13. Ecologic, as a Member of the Bellagio Forum for Sustainable Development (BFSD), partnered with the World Conservation Union (IUCN) and Transparency International (TI) to convene an awareness-raising event showcasing the new Water Integrity Network (WIN) at the 4th World Water Forum in Mexico. It highlighted the importance of improving integrity and governance structures in the sector, as a precondition for meeting the ambitious Millennium Development Goals. 14. The Global Network of Water Anthropology (NETWA), which was announced during the 4th World Water Forum in March 2006, is a global computerized network of anthropologists, covering both researchers and institutions, dedicated to collect resources related to water, including water engineering and policy, in order to reach the Millennium Development Goals (MDGs). It promotes IHP's paradigm shift toward the integration of the cultural dimension of water, as well as UNESCO's policy in education, human rights, ethics and governance promoting best practice. It is designed to encourage interaction between anthropologists working on water issues, and water professionals such as hydrologists, geologists, engineers and policy-makers. 15. Earth's wetlands are vital to the water cycle and havens for wildlife, but they are under threat. GlobWetland, an ESA-led initiative in collaboration with the Ramsar Convention Secretariat, has been addressing this issue by using satellite imagery to provide detailed wide-area views of individual wetlands to aid national and local conservation efforts. 16. Some 50 scientists and engineers gathered at the United Nations’ Food and Agriculture Organisation headquarters in Rome, Italy, on 27 April for a workshop to discuss the use of gathering, cataloguing and sharing satellite imagery, spatial databases and interactive maps. The amount of data acquired by satellites is increasing at an exponential rate, with many images able to be used for numerous applications. Sharing and reusing these data are beneficial for organisations as it allows them to gain access to more information and to decrease costs. In order to share, the data must be collected and catalogued and users must know such collections exist and how to search for them. See ESA website for full details.

17. The Arava Institute in Israel is helping sponsor a major conference on desertification this fall entitled: "Deserts and Desertification: Challenges and Opportunities" on 6-9 November, 2006. This is an international conference sponsored by the Blaustein Institute for Desert Research, Ben Gurion University and the United Nations Convention to Combat Desertification - Annex IV nations. 18. ESA has announced last May 23rd, the shortlist of new Earth Explorer mission proposals within its Living Planet Programme. This is part of the selection procedure that will eventually lead to the launch of the fourth Earth Explorer Core mission during the first half of the next decade. The six missions cover a range of environmental issues with the aim of furthering our understanding of the Earth system and changing climate: BIOMASS, TRAQ, PREMIER, FLEX, A-SCOPE, and CoReH2O (Cold Regions Hydrology High-resolution Observatory), this last one aims to make detailed observations of key snow, ice and water cycle characteristics. 19. At Africa's first information society technology conference, Minister of Science and Technology Mosibudi Mangena stressed the importance of information technology for Africa's development, and urged delegates to take advantage of the European Union's seventh framework programme (FP7). The framework programmes seek to foster collaboration in research into science-based projects between the European Union (EU) and developing countries. The €72,73-billion FP7 is based on four specific programmes, including collaborative transnational research activities; research implemented through a European Research Council; Marie Curie actions; and support to research infrastructures, regions of knowledge and small- and medium-sized enterprises. NOMINATIONS & VACANCIES

20 - Professor W. James Shuttleworth, Director of the University of Arizona’s Center for Sustainability of semi-Arid Hydrology and Riparian Areas (SAHRA), has been awarded the prestigious International Hydrologic Prize, sometimes referred to as the “Nobel Prize for hydrological sciences and engineering.” The award is given annually by the International Association of Hydrologic Sciences (IAHS). Shuttleworth holds a joint appointment in the Dept. of Hydrology and Water Resources and the Dept. of Atmospheric Science. See SAHRA website for full details.

21. The European Investment Bank (EIB), based in Luxembourg, is recruiting staff for several posts in the Water, Solid Waste, Transport and Energy domain as detailed at EIB website. 22.  UNESCO-IHE, the institute for water education, is offering three PhD positions within the SWITCH-project. The SWITCH project seeks to facilitate a paradigm shift in urban water management, aimed at increasing the sustainability and reducing the risks associated with the urban water cycle. Requirements for all three PhD positions: -> MSc in a relevant subject (for positions 1 and 2: Environmental engineering, Urban planning; for position 3: Economics); -> Affinity with working in a multicultural environment; -> Fluent in English; working knowledge of Spanish is a plus. 23. New Director General of ICARDA Dr Mahmoud Mohamed Bachir El-Solh assumed Office in Aleppo (Syria) on 8 May, taking over from Prof. Dr Adel El-Beltagy, who retired after serving as the Director General of the Centre for more than 11 years. See ICARDA announcement for full details.

PUBLICATIONS

24. A new report titled "Water for Food - Water for Profit", commissioned by Bread for the World (Germany), and three Briefing Papers look at the water policy of the World Bank. They are the latest additions to a series of papers, backing the campaign "Water as a Human Right". The author Uwe Hoering outlines how the Bank systematically uses its influence on the water policies in many developing countries to promote: the construction of new mega dams and other big hydraulic infrastructure, the privatization in irrigation agriculture, and the introduction of economic water management instruments like cost recovery and tradable water rights. 25. New UKWIR (UK Water Industry Research) report has just been published: "Bacteriological Indicators of Water Quality". This review and consultation has shown that analysis of the results of regulatory monitoring for total coliforms and heteroptrophic plate counts provides information on the condition and performance of the water supply system which can be usefully used as part of a risk management strategy. There is a consensus view that the detection of coliforms in a sample should initiate an investigation by the Operator but should not, on its own, be considered a failure to supply safe water. 26. "Governance of water and sanitation services for the peri-urban poor" is a new book considered as one of the main outputs of a three-year project, which has gathered and synthezised knowledge from around the developing world. It offers a conceptual and practical tool for those involved in the long-term planning and daily management of basic service provision in metropolitan regions. Download this book in pdf format.

27. New UN-Water website: UN Water is the official UN mechanism to follow up government commitments reached in 2002 WSSD and the MDGs on water. See this new website.

28. Managing water for food and ecosystems entails supporting stakeholders and decision makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water resources. This can be supported by water valuation, which can help to express the multiple values associated with water resources and water-related goods and services. FAO Water Report 30 confronts concepts from the literature on water valuation with practical experiences in an outline of a stakeholder-oriented valuation approach. Contact: Leon Hermans.

29. The newly revised version of FAO Irrigation & Drainage Paper 60 presents practical guidelines to assess the need for envelopes and to select appropriate materials (i.e. pipes and envelopes) for the proper and lasting performance of subsurface drainage systems. In addition, it contains guidelines for adequate installation and maintenance of drainage materials as well as the required specifications and standards of such materials, which may be used in tender documents for implementation of subsurface drainage works. This paper aims to provide this practical information to drainage engineers and contractors who are in charge of drainage projects. Contact: Julian Martínez Beltrán.

30. A new article "Present-day problems of Bucharest City water supply system" by Dr. Octavian Cocos has been published.

31. ABS has just released the new edition of "the Water & Waste Utilities of the World Report-7 2006". This report was released last week. For the first time we have produced a database of all the Global Water & Waste Utilities, government environmental and water ministries and departments and trade associations. 32. The 3rd annual Global Monitoring Report (GMR) on the Millennium Development Goals (MDGs), subtitled 'Strengthening Mutual Accountability - Aid, Trade and Governance', has been just published by the World Bank and the International Monetary Fund. It highlights economic growth, better quality aid and trade reforms, as well as governance, as essential elements to achieve the MDGs. See World Bank website to check the full report.

33. On May 1, the International Water Association (IWA) went live with its new website: http://www.iwahq.org .

34. The book Spatial Water Management introduces the reader to the current Dutch policy of water management, which combines conventional water engineering with a new policy which incorporates planning for flood areas. The full title of the book is Spatial Water Management: Supporting Participatory Planning & Decision Making and it contributes to the understanding of how decision support tools can be used in order to create support among the numerous groups of stakeholders involved in this planning policy and presents actual spatial evaluation tools that can be used to weigh the various stakes of all parties involved. 36. For those interested in sectoral water allocation and conflicts that a new research report on the competition for water between cities and irrigation has been posted at CGIAR website.

37. SedNet booklet “Contaminated Sediments in European River Basins” is now available for download from SedNet website. SedNet is the European network aimed at incorporating sediment issues and knowledge into European strategies to support the achievement of a good environmental status and to develop new tools for sediment management.

38. “Water, Time and European Cities – History matters for the Futures” issued by the FP5 WaterTime project. This book was produced as a part of the WaterTime project funded by the European Commission under the Fifth Framework Programme (FP5). It is a study covering a field of cultural diversity. It presents chronological evolution of water and sanitation services in 29 European cities. The cases refer to local arrangements for the establishment and exploitation of complex water and sanitation systems in fast-changing urban environments. 39. Mr. Henri Smets from the Water Academy has published a report describing how the 4th World Water Forum dealt with the right to water, a topic hotly debated but not referred to in the Ministerial Declaration. However, all other groups represented in Mexico expressed themselves in favour of such a fundamental right.

40. EU Water Policy: Making economics work for the environment (May 2006): The analysis in this report provides a first opportunity to assess how economic issues have been considered to date to promote sustainable approaches to the management of freshwater resources. In this context, the European Environmental Bureau (EEB) and WWF, with the help of their members and networks, reviewed 25 Article 5 reports from 24 river basins and one entire country. 43. The European award "Our Waters" under the patronage of EU-Environment Commissioner Stravos Dimas was launched. This interesting award seeks for creative and feasible ideas with benefit for our waters. With regard to an EEC directive (water framework directive) the entire Europe is asked to achieve or to keep the good status of all waters. This award aims to learn from the creativity of others. Every water user can participate. The best ideas will be given an award at the European Parliament in summer/autumn 2007. Further information is available at the website of "our waters".

44. In the Framework of "FP6, Priority 1.1.6.3: Global Change and Ecosystems & EC" and in order to promote twinning between basins Organisations to reinforce practices of Integrated Water Resource Management; new rules have been established, in order to ease the coming of new twining proposals. From now on, requests will be accepted and considered on a continuous way. To propose a twinning project, go on Twinbasin website.

45. The 2nd Call for Proposals of the ACP-EU Water Facility (Africa, Caribbean, Pacific) was launched by the EC on the 31st march 2006, for an amount of €178 M. There will be only one phase of evaluation for the 2nd Call. For additional information, consult Water Facility website. 46. The Università Ca’ Foscari di Venezia, in collaboration with the Università IUAV di Venezia organised by the School for Advanced Studies in Venice Foundation are pleased to announce the Research Doctorate in "Analysis and Governance of Sustainable Development" for the academic year 2006/2007. There are 6 places in total with 5 scholarships available to the successful candidates. Two of the five scholarships are directly bound to the research areas “sustainability of territorial transformations on coastal and insular areas" and is financed by THETIS S.p.a and “ Analysis and Governance of Sustainable Development in China” financed by Venice International University (VIU). Candidates are obliged to provide a detailed Curriculum Vitae and a Research proposal together with complete compiled applications and other relevant qualifications as specified in detail in the rules and regulations found on ISAV website. 47. On 12th and 13th October 2006, the Cycleau partnership will hold its final international conference in Quimper (Brittany), France. This event will take place alongside the annual Finistere Water Conference and expects to attract over 300 delegates from all over Europe. The aim of the event is to showcase the results of the Cycleau INTERREG project and its methodology for effective catchment management. It also seeks to share the lessons learnt about co-ordinating transnational and cross-border partnerships in light of the future territorial co-operation programme 2007-2013. 48. The International conference on WAter POLLution in natural POrus media at different scales, Assessment of fate, impact and indicators "WAPO2", has published its first announcement. This event will be held in Barcelona (Spain) on the 11st-13rd April 2007. Its main objective pretends to be a forum to scientist, Ph. D students, authorities and managers concerned with the problem of groundwater contamination in porous media. See EMWIS news section for full details.

49.  Legal Framework of Water Resource Management two-week seminar will be held in Rome (Italy) next 11-22 September 2005. This seminar will analyze key elements of the access, management and integrated development of water resources. Topics will include the components of an efficient legal framework for water management, and the necessity of strong and accountable water management institutions at both the national and local levels. The course will draw upon the direct experience of water experts from several jurisdictions and nationalities, in order to provide participants with the practical skills training essential for working in this area. 50. An international Euromediterranean workshop on GIS and Remote Sensing: "Aid to making decision tools in the Mediterranean Countries" will be held in Meknes (Morocco) next 8th-10th November 2006. This workshop organised by University Moulay Ismail of Meknes in collaboration with CNRS-EHESS (University of Paris IV Sorbonne) announced a call for papers to be due on July 15th. 51. The symposium: "Man and River Systems II: Interactions among Rivers, their Watershed and the Social system" to be held in Paris (France) on 4-6 December 2006, announced a call for papers to be due on 1st June 2006. The purpose of this symposium is to take stock of the achievements of river system studies undertaken at the whole watershed scale and discuss new challenges for a better understanding and management of the complex interactions between aquatic ecosystems and human activity in the watershed. The major objective of the symposium is to promote interdisciplinarity between natural and social sciences. For that purpose, the planned sessions provide a gradient of topical issues spanning both fields. See EMWIS news section for further information.

52. The Workshop on capacity building for sustainable development to be held in Trieste (Italy) on 10-13th October 2006, has announced a call for papers to be due on 15th July 2006. This event is organised by the third World Network of Scientific Organizations (TWNSO), which has entered into partnership with the Academy of Sciences for the Developing World (TWAS), the United Nations Development Programme special unit for South-South Cooperation (UNDP-SSC) and the United Nations University Institute of Advanced Studies to seek out and document examples that illustrate how capacity has been built with the result that sustainable development has been enhanced and steps have been taken to achieve the Millennium Development Goals. Project sponsors will cover the costs of transportation and lodging for one representative from each institution selected to attend the workshop. See EMWIS website for further information.

53. The International Network on Participatory Irrigation Management (INPIM) and the State Hydraulic Works (DSI), Turkey announced a 12-day International Capacity Building on Participatory Irrigation Management (PIM). The course will be held at the International Agro Hydrology Institute Menemen, near the picturesque city of Izmir, Turkey from June 18-29, 2006. The course is aimed at faculty of training institutes or consultants who are involved in WUA capacity-building, WUA managers, policy makers, and NGOs or Government/Irrigation Agency staff who work with WUAs. The language of the course will be English. More specific information including the registration form can be viewed at INPIM website.

54. Intensive Courses in Desalination: Thermal processes and economics, management and economics, will be held in L'Aquila, Italy on July 26-27 of 2006. For further information see EMWIS news section.

55. A Training on: Water, the solidarity of people and territories is organised by Green Cross and Rennes Summer University on 28-30 September 2006 in Britanny (France). The main objective is to mobilize the decision-makers and the citizens to participate in the international cooperation efforts to provide clean water and sanitation to the people of developing countries by allocating 1% of the resources from their water and sanitation services.
