1- The first recommendations resulting from the feasibility study of a Mediterranean water observation mechanism were approved by the Euromed Water Directors in Athens (November 2006). On this basis the 2nd phase will be carried out in 2007 focusing on the potential development of a Mediterranean Water Information Partnership –MedWIP- with existing regional/international initiatives and complementary national studies with voluntary countries. The study Steering Group will meet in Paris, the 5th March to launch this 2nd phase with the involvement of 4 more countries: Cyprus, Malta, Libya and Morocco. See 1st phase reports online. 2- EMWIS National Focal Point in Egypt, the Ministry of Water Resources and Irrigation –MWRI-, organised, in Cairo last 10th February 2007, a national workshop to launch EMWIS National website project in Egypt. Dr. Mahmoud Abu Zeid, Minister of Water resources and Irrigation, opened the workshop stressing the importance of sharing water information within and outside the MWRI for the water stakeholders but also to use EMWIS to inform the general public. The development of the Egyptian EMWIS website is supported by the Italian cooperation. Further information on EMWIS website.

3- During the EU Water Conference (22nd March, World Water Day), Environment Commissioner Stavros Dimas will present the first implementation report for the Water Framework Directive. On the same day, the Water Information System for Europe (WISE) will be launched. Registration for the conference is now open and can be done electronically. Further information on EMWIS website.

4- The 3rd regional workshop on "Water demand management (WDM) in the Mediterranean, progress and policies" will be organised by the Plan Bleu, under the aegis of the Mediterranean Commission on Sustainable Development in Saragossa (Spain), 19, 20 & 21 March 2007. The workshop will be based on the presentation of national reports carried out in the voluntary countries, regional studies & papers. The local & national studies will aim to document concrete examples of good practices and to measure the progress actually made over the last years in terms of WDM in sectors such as agricultural water, drinking water, industrial water, factoring natural water needs for the ecosystems into policies and factoraing WDM into water and cooperation policies. 5- An agreement for Turkey to host the 5th world water forum in March 2009 was signed last week by Energy Minister Hilmi Guler, World Water Council head Loic Fauchon and State Waterworks Authority (DSI) General Director Veysel Eroglu. Speaking at the ceremony held at DSI headquarters, Guler stated that over 15,000 experts and representatives of approximately 150 countries will attend the forum to be held in Istanbul in 2009 and that this will contribute to the promotion of Turkey. 6- The Final Conference of the ISIIMM Project (MEDA Water Programme - implemented by a consortium led by Agropolis) will take place in Montpellier (France) from Wednesday 28th to Friday 2nd of March 2007. This conference will be focused on sharing the experiences of the ISIIMM partners and teams from the North and the South. The results of the ISIIMM Project’s activities since May 2003, in the field of “social and institutional innovations in irrigation Mediterranean management” will be presented through a summary of the project activities and a general synthesis of the case studies. One of the key actions of the project was the exchange of experience during some fifteen seminars between the six partner countries (Egypt, France, Italy, Lebanon, Morocco and Spain), complemented by field visits with farmers, managers of public organisations and canal managers. 7- The International Conference on Sustainable Water Management of the Zer0-M Project (MEDA Water Programme) will take place in Tunis (Tunisia) from 21st to 23rd March 2007. The conference will focus on water saving, alternative water resources like rainwater harvesting and wastewater reuse after treatment, wastewater treatment technologies suited especially for decentralised sanitation in peri-urban and in rural contexts or tourism facilities located in remote areas. The conference will also provide an opportunity to celebrate the World Water Day 2007 on March 22nd and bring together professionals from government departments, private institutions, consulting firms, research-, education- and training-institutions. 8- The Guidelines for Improved Local Water Governance, provided by EMPOWERS project (MEDA Water Programme) consolidate the experience gained over the past 4 years in developing and testing a range of participatory planning tools for local water development. These have been developed through action research with a wide range of stakeholders in Egypt, Palestine, and Jordan. The guidelines provide a practical and logical framework of activities that will lead to improved local water governance based on the involvement of those who use and manage water. Following them leads to the development (and implementation) of integrated water development plans for towns, villages, district and governorates. It also leads to a change in how water sector professionals and water-users work with each other: collaborating through dialogue. Comments and feedbacks are welcome before March 15th. 9- The building and use of the multilingual EMWIS thesaurus based on an aggregation of existing water glossaries and thesaurus (e.g. GEMET from the European Environment Agency, the International Hydrology Glossary from UNESCO, French Water Thesaurus) is publicly available online now in 5 languages (Arabic, English, French, Spanish and Italian). 10- French President Mr. Jacques Chirac received on February 5, 2007 a Moroccan delegation, composed of the Minister of Interior Department, ministers delegated to the Foreign Affairs and the interior. During the meeting, Mr. Jacques Chirac was pleased with the success of the last french-Moroccan meetings on the level of the Prime Ministers, who illustrate the vitality and the density of the French privileged partnership with Morocco. The President of France in addition was delighted by the proposal of Morocco, at the end of the Conference of Paris "Citizens of the Earth", to accommodate the first meeting of the pioneer group of the "Friends of the United Nations for the Environment". 11- The National Agricultural Policy Center (NAPC) is a body of specialized research in the areas of applied economics analysis of Syrian agriculture. It is a center of excellence in research, training and advice for the sustainable development of Syrian agriculture. The NAPC promotes the establishment of a permanent policy forum to enhance dialogue on agricultural issues among stakeholders and policy makers. Within its mandate, the NAPC is committed to build and maintain the Syrian Agricultural Database (SADB) series. The 2006 edition of which has just been released. This resource is particularly useful in the context of water and there is a section specifically dedicated to the representation of statistics on Land and Water use in Syria. The NAPC is one of the successful initiatives carried out in Syria within the framework of the FAO-Italian Government Cooperative Program. (FAO Project GCP/SYR/006/ITA), which has supported the NAPC since 1998.

12- The Dutch government has donated 4.2 million euro to Egypt for the carrying out of the second stage of a national plan for water resources which will last until 2017 and will cost 19.52 billion euro. This plan includes an irrigation project for 1,100 hectares in the western part of the Nile delta with the contribution of the private sector. The area was damaged after the exhaustion of underground water resources and the worsening of water quality. Under the same project the villages in the area will be provided with a sewer system. Only 4% of Egyptian villages have a sewer system. Further information at EMWIS website.

13- On 29 January 2007 the African Development Bank (AfDB) hosted the First Rural Water Supply and Sanitation Initiative Multi-donor Trust Fund (RWSSI Trust Fund) Steering Committee, gathering donors, respectively Denmark, France and the Netherlands, and AfDB representatives to discuss and validate the RWSSI Trust Fund Indicative Budget, strategy and operations in targeted African countries for the year 2007. 14- European countries must start preparing for the water shortages, floods and droughts likely to be brought on by climate change, the EU has warned. As representatives from member states met in Berlin to discuss the impacts of climate change on Europe's water sector this week, Environment Council president Sigmar Gabriel stressed the need to factor climate change into long-term water resource plans across the EU. The symposium precedes an EU Green Paper on adaptation to climate change that the European Commission is to publish by the end of the year. DG Environment director-general Mogens Peter Carl said: "We first have to make more efficient use of available water resources and reduce our consumption before we start tapping new sources." He said the Commission "is considering a range of additional measures, for example a Europe-wide initiative on saving water in all other areas such as private households and industry." 15- 'Coping with Water Scarcity' is the theme for World Water Day 2007, which is celebrated each year on 22 March. This year's theme highlights the increasing significance of water scarcity worldwide and the need for increased integration and cooperation to ensure sustainable, efficient and equitable management of scarce water resources, both at international and local levels. Equity and rights, cultural and ethical issues are essential to be addressed when dealing with limited water resources. Imbalances between availability and demand, the degradation of groundwater and surface water quality, intersectoral competition, interregional and international disputes, all center around the question of how to cope with scarce water resources. The theme was decided among all members of UN Water at the World Water Week in Stockholm in August 2006. FAO acts as coordinator, on behalf of all the UN Agencies and Programmes members of UN-Water. 16-  By 2100, water scarcity could impact between 1.1 and 3.2 billion people, says a leaked draft of an Intergovernmental Panel on Climate Change (IPCC) report due to be published in April 2007. The report focuses on the consequences of global warming and options for adapting to them. In February 2007 the panel released a report on the scientific basis of climate change. The IPCC predicts critical water shortages in China and Australia, as well as parts of Europe and the United States. Africa and poor countries would be most affected because they were least able to cope with drought. In France, forty-five nations called for the establishment of a United Nations Environment Organization (UNEO) to slow global warming and protect the planet, a body that potentially could have policing powers to punish violators. The effort is led by President Jacques Chirac of France, who also proposed an accompanying UN declaration of environmental rights, covering rights to water and clean air, and responsibilities, such as emissions reductions. 17- At its 24th session on 9 February 2007 in Nairobi, the Governing Council (GC) of the United Nations Environment Programme (UNEP) adopted the updated water policy and strategy for 2007-2012. Various minor amendments, such as the removal of references to payments for ecosystem services, proposed by Argentina, were included. In relation to regional and subregional cooperation mechanisms, language was added on creating or strengthening capacity to evaluate, manage and coordinate the environmental management aspects of transboundary resources. The GC requested the UNEP Executive Director to implement the water policy and strategy by intensifying partnerships with civil society, including the private sector. It also called for increased support to developing countries for integrated water resources management. Further information at EMWIS website.

18- "End Water Poverty" is a new international campaign that aims to change policy and practices according to some main keys: 1) Equity - by targeting services at the most marginalised groups, such as older people, the poor, disabled people and women 2) Poverty reduction, 3) Sustainability of services and water resources, and 4) Accountability, so that key decision-makers are held to account by the poor through transparent and open planning processes. The End Water Poverty campaign is demanding that governments provide sanitation and water for the world’s poorest people, and calls for: 1) One global action plan for sanitation and water monitored by one global task force, 2) 70% of aid money for sanitation and water to be targeted at the poorest countries, and 3) Water resources to be protected and shared equitably. 21- A visionary leader is required for the position of director general to guide The International Water Management Institute (IWMI) in its mission to overcome key challenges relating to: land, water, food, livelihoods and health. The IWMI is a non-profit scientific organisation engaged in collaborative research with partners in the north and south to develop tools and practices to help developing countries eradicate poverty and better manage their land and water resources. 22- Post-Doctoral Fellow - Transboundary Water Management: The International Water Management Institute (IWMI) is seeking an innovative, self-motivated, scientifically outstanding, and highly competent candidate for a postdoctoral fellow position in Transboundary Water Management. The successful candidate will initially be based in the Global Research Division at IWMI’s Headquarters in Colombo, but may later be located in one of our offices in Africa . The Post Doctoral Fellow is expected to contribute to the transboundary waters program and provide insights into role and possibilities for transboundary water research. Closing date: 4 March 2007. 23- DHI Women's Water Fund - Call for applications. Advancing carreer opportunities in water management: The objective of the DHI Women’s Water Fund is to support women in developing countries in advancing their career opportunities in the development and management of water resources. The Fund’s career programme will draw upon transfer of Danish expertise in water resources by offering capacity building visits to Denmark. The visits will include a combined career learning and mentoring program of two to four weeks duration. It is the intention that the Fund will contribute to a longer duration contact and support to the selected candidates.  Applications shall be submitted to the Secretariat of the Fund at DHI, attention Ms. Winnie Thrane, no later than 9 March 2007. 24- Job announcement: Water Sector Communication Specialist: Transparency International (TI) Secretariat in Berlin is seeking a highly motivated professional for the position of: Water Sector Communication Specialist. The Water Integrity Network, WIN, aims to fight corruption in water worldwide in order to reduce poverty. 25- Nominations Welcome for Stockholm Industry Water Award: Nominations are welcome by February 28 for the 2007 Stockholm Industry Water Award. The award stimulates business sector contributions to sustainable development in the water sector, and to minimised water consumption and pollution load on the environment. 26- Two positions at CREHO: The Ramsar Regional Center for Training and Research on Wetlands in the Western Hemisphere (CREHO), located in the City of Knowledge, Panama City, aims to "promote research on the management and wise use of wetlands throughout the Americas, through training and the development of impact assessment tools, methodologies and economic assessment, and the establishment of communication mechanisms". 27- EU-FP7 Call for proposals - Experts: The European Commission has published calls for proposals for the creation of a list of experts for the Seventh Framework Programme (FP7). One call addresses organisations in a position to propose experts, while a second is aimed at individuals who may wish to submit a proposal for establishing a database of experts. 28- EU-FP7 Call for proposals - Marie Curie Awards. It is intended to award five prizes per year. The prizes are awarded to individuals. Candidates for the prizes can apply directly or can be nominated by others. The candidates shall be among those who have been awarded a Marie Curie fellowship under the Sixth Framework Programme, or have participated in a training or mobility action of one of the previous Framework Programmes, for a minimum period of 12 months, and who have achieved excellent research results. 29- Faculty Positions in Environmental Engineering, EPF Lausanne, Switzerland. EPFL plans a substantial strengthening of its School of Architecture, Civil and Environmental Engineering (ENAC). 32- The latest policy brief on IWRM published: Policy brief No 4, How IWRM will contribute to achieving the MDGs: The brief is part of a series of policy and technical briefs designed to help countries accelerate their efforts to achieve the action target for the preparation of IWRM and water efficiency strategies and plans set by the 2002 World Summit on Sustainable Development (WSSD) and reinforced by the 2005 World Summit. The series tackles key issues and potential stumbling blocks and attempts to give countries at the beginning of the process the benefit of lessons learned from those further down the path. 34- EurOcean -European Centre for Information on Marine Science and Technology- has just released a position paper entitled  "Enhancing the Role of Information Management in Marine Science and Technology as a Key Component of a European Maritime Policy", which is a contribution from EurOcean to the Green Paper on a European Maritime Policy. Furthermore, EurOcean has released a paper entitled "A Statistical Overview: Marine Science and Technology Projects Funded under the 6th Framework Programme of the European Commission". 35- Predicting progress towards water and sanitation MDGs: The Millennium Development Goal of increasing access to safe drinking water could be achieved in many countries, but not in much of sub-Saharan Africa. Recent progress may not be sustainable and the goal for sanitation will be missed in most developing countries. Why do some countries perform better than others? 36- Spatial Data Infrastructure — Africa (SDI-Africa) is a monthly, electronic newsletter for people interested in GIS, remote sensing, and data management issues in Africa. Each issue highlights recent activities, provides details about available data and tools, and includes notices about upcoming training, employment and funding opportunities, and events. The aim is to strengthen national SDI initiatives and support synchronization of regional geospatial activities.  The February 2007 SDI-Africa issue (Vol. 6, No. 2) is available now. 37- Proceedings: 2006 Stockholm Water Prize Laureates Seminar: At the 2006 World Water Week in Stockholm, the Stockholm Water Foundation hosted the 1st-ever Stockholm Water Prize Laureates Seminar. The proceedings, entitled: "Challenges and Opportunities within the Water Sector", are now available and can be downloaded as a PDF document at SIWI website. Further information on EMWIS website.

38- FAO document on water scarcity and agricultural biotechnologies: The background document for the FAO e-mail conference entitled "Coping with water scarcity in developing countries: What role for agricultural biotechnologies?" is now available. The 16-page document gives an overview of the current status and future perspectives regarding water availability and use on Earth as well as a discussion of some major strategies that can be employed to deal with water scarcity. It then looks at the issue of water use in agriculture in more detail as well as some of the potential ways in which biotechnology could contribute to this area (e.g. increasing the efficiency of water use in agriculture; application of mycorrhizal fungi; or improving wastewater treatment). The moderated e-mail conference runs from 5 March to 1 April 2007 and is organised by the FAO Biotechnology Forum in collaboration with colleagues in FAO's water programme to coincide with the World Water Day, which is celebrated each year on 22 March. 39- From Flood Control to Integrated Water Resource Management: This paper presents a historical analysis intended to seek insights that might guide current reconstruction efforts in the Gulf of Mexico coastal region of the United States in the aftermath of Hurricane Katrina. It examines four mid- to late-20th-century cases of severe flooding (including the Dutch province of Zeeland in 1953) to observe whether and how lessons were incorporated into water management, both before and after the disaster. In each of the four cases, the areas involved were subject to record rainfall or storms that overwhelmed the systems that had been designed to cope with these events. 40- INFO/RAC has finalised Issue 7 of the EcoMedia Magazine, devoted to the Mediterranean Strategy for Sustainable Development. Further information at EMWIS website.

41- MEDWAVES Electronic Newsletter, issue zero: MedWaves, the MAP quarterly magazine which comes out in Arabic, English and French, covers the latest MAP projects and key regional themes.  This e-newsletter will provide updates on developments related to the Barcelona  Convention, to UNEP/MAP and its components, UNEP and key environmental news in relation to the Mediterranean region. In addition, the full version of the MedWaves magazine (both electronic and printed versions) will continue to be published in 2007, coming out every 4 months. Further information at EMWIS website.

42- Publication of doctoral theses on water on the European Water Partnership (EWP) website, with the aim of bringing together different sources of information on the EWP website, including doctoral theses from various European Universities. So far, theses have been made available from the Dutch universities and universities from Germany and Spain. This section will be expanded shortly. Further information at EMWIS website.

43- Climate change and water adaptation issues (EEA Briefing No 1/2007 and Technical report No 2/2007): The impact of climate change on Europe's water resources is a critical issue for people's lives and the economy. Even if emissions of greenhouse gases were stabilised today, increases in temperature and the associated impacts, including water availability and flooding, will continue for many decades to come. Countries are aware of these impacts and have started to adapt to them but there is still much to do. The EEA (European Environment Agency) has published a briefing note (further information at EMWIS website) and a technical report that aims to evaluate the implications of the need to adapt to climate change for water resource policy and regulation across Europe, assess the strengths and weaknesses of current policies and regulations, and describe progress and activities in European countries. 44- INSPIRE Draft Implementing Rules for Metadata: INSPIRE Draft Implementing Rules for Metadata have been made publicly available the 2 February 2007. Comments on this draft are restricted to registered Spatial Data Interest Communities and Legally Mandated Organizations ONLY. A revised draft open to public comments will be made available towards the end of June 2007. Based on all the comments received, the Commission will submit a proposal for metadata implementing rules to the regulatory committee envisaged by the Directive towards the end of 2007 with a view to have them adopted by March 2008. 45- Essential Environmental Health Standards for health care settings: Safe water supply, cleaning of the health-care setting environment, sanitation and waste management can significantly decrease the transmission of health care associated infections. The draft is being made available online to give experts in health-care settings the chance to make comments. Further information at EMWIS website

46- Chemical hazards in drinking water - Cyanide: Draft Chemical Background document on Cyanide to the Guidelines for Drinking-water Quality available for comments. In developing the second addendum to the third edition of the WHO Guidelines for Drinking-water Quality, Cyanide, a chemical background document has been prepared. 47- Chemical hazards in drinking-water - Sodium dichloroisocyanurate: Draft Chemical Background document on Sodium Dichloroisocyanurate (NaDCC) to the Guidelines for Drinking-water Quality available for comments. In developing the second addendum to the third edition of the WHO Guidelines for Drinking-water Quality, Sodium Dichloroisocyanurate (NaDCC), a chemical background document has been prepared. 68- LIFE+ calls set for autumn 2007: The conciliation procedure between the Council and the European Parliament to finalise the LIFE+ Regulation will begin at the start of 2007. The Regulation, which will cover the period 2007-2013, is expected to be adopted by September 2007. The first calls for proposals should be launched before the end of 2007, probably in the autumn. As long as the conciliation procedure is not concluded, the details of these calls are uncertain. However, the subjects covered will include nature, biodiversity and other environmental issues. The international workshop on Numerical Modelling of Hydrodynamics for Water Resources will bring together in Zaragoza during 4 days (18-21 June 2007) a group of scientists specialized on water resources modelling. Modern simulation techniques will be discussed from a problem-oriented perspective. The scope of the presentations will include (among other topics) canal and river flow, riparian areas and aquifers. 71- Call for abstracts for the 3rd International Conference on Climate and Water: This conference will be held in Helsinki (Finland) in 03-09 September 2007. Climate change is likely to affect strongly on the hydrological cycle; some changes have already been observed. Water demand may grow due to climate change and water management faces a multitude of new challenges. The objective is to provide an opportunity for hydrologists, water managers and decision makers to exchange research results, ideas and concerns on impacts, adaptation and mitigation in the water sector, facing climate change.

83- UNESCO: Need for more water professionals: UNESCO-IHE has been a major player in water sector capacity building during its five decades of existence, be it by educating and training individuals, strengthening institutions in developing countries, or raising awareness for the need of capable professionals. But the increasing challenges in the water sector (water scarcity, pollution, floods, climate change, etc), demand increasing number of skilled professionals. Estimates indicate that if the MDGs on water are to be met, a 300% increase in the number of trained water managers is needed in Africa, Asia will need to double the number of trained professionals, and Latin America will require at least a 50% increase.
