1- The UfM secretariat together with the European Commission and Jordan, co-President of the Union for the Mediterranean organised the 5th meeting of the Water Expert Group on 23 and 24 November in Luxembourg. This date and location has been selected to allow the participation and exchanges with EU member states water directors that met the following days for their regular bi-annual meetings. The Euromed water directors reaffirmed the need of joining efforts to address the challenges and the need for cooperation in the region. They agree to elaborate a roadmap with objectives, actions and associated work plan that will be reviewed every 2 or 3 years. This roadmap will be prepared in 2016 for a potential approval mid 2017 during the Maltese Presidency of the EU. This gathering was also organised back to back with a meeting of the SWIM Steering Committee (25 November) that reviewed the last results of the support mechanism and demonstration projects, before the launch of a new phase in 2016. One week later on 1-2 December, H2020 (Depolluting the Mediterranean Sea) Steering Group members met in Brussels, where new developments for 2016 have also been announced, including a new phase of SEIS (Shared Environment Information System) initiative in the Mediterranean area. In 2016, both initiatives, SWIM and H2020 will have joint management, in particular thanks to a common support mechanism that will be led by LDK consultancy and bringing together 13 partners (selected by the European Commission after a procurement process). 2- Over three hundred organisations from 87 countries have already signed the Paris pact on water and climate adaptation in the basin of rivers, lakes and aquifers. The pact was launched on the opening day of the climate summit COP21 on 1 December in Paris, France. Mr. Jean-François DONZIER, Secretary General of the International Network of Basin Organizations (INBO), presented the Pact and reminded that climate change is already affecting and will increasingly affect the quantity and quality of freshwater and aquatic ecosystems, especially through the intensity and greater frequency of extreme hydrological events, such as floods and droughts. This « Paris Pact » includes two components: part one is describing the context and providing general principles for adaptation to climate change in basins, and part two is listing the commitments to be made by the signatories to organize adaptation to climate change and take appropriate measures. The round table organized during the "Water and Adaptation" Day allowed presenting real examples of adaptation projects in different basins in China (Hai River Basin), India (aquifer management), Mexico (Mexico Valley), South America (ECOCUENCAS project), the Senegal River (OMVS), the Niger River (NBA), the Congo River and its tributaries (CICOS) and Morocco (ABH) and the platform of pilot basins to test adaptation measures, led by UNECE and INBO. 3- ON 17th November 2015, two weeks before the United Nations Climate Change Conference COP 21 in Paris, ministers in charge of maritime affairs from the 43 countries of the Union for the Mediterranean (UfM) have committed to closer cooperation on blue economy and maritime governance . The launch of this new Blue Economy initiative falls within the framework of the global UfM sustainable development strategy, which entails activities in the fields of energy, climate change, urban development and water and environment. Gathered in Brussels on the occasion of the first UfM Ministerial Conference on Blue Economy, participants stressed the need for the Mediterranean region to make the best use of the potential of the blue economy to promote growth, jobs and investments and reduce poverty. They noted that clean and healthy seas are drivers and enablers for national and regional economies and advocated building a clear vision for the sustainable and integrated development of marine and maritime sectors at national and sea basin levels. 4- Satellite data, such as that provided by the European Space Agency (ESA), is a key component of environmental knowledge. The broader view satellite measurements offer of a particular subject at a particular time have improved environmental monitoring, leading to more evidence based policy and, ultimately, better environmental management. A new EEA/ESA Memorandum of Understanding sets objectives for the exchange of scientific expertise and technical information between the agencies, providing the basis for mutual access to data and the promotion of joint activities.  5- As part of its work on the Mediterranean Wetlands Observatory (MWO), Tour du Valat initiated a feasibility study to apply the water footprint network indicators to the Mediterranean region. The results of this study were presented during a meeting at Tour du Valat on 17 December 2015. The meeting brought together MedWet, Tour du Valat Plan Bleu, WFP network, EMWIS, and Mediterranean Wetlands Observatory. One of the interests of these indicators is that the Med area can be compared to other region as the WFP indicators have a global coverage with high spatial (1km grid) and temporal (monthly) resolutions. WFP indicators are very useful for communication and awareness rising. Indicators were prepared covering all the Med area with available global data sets (1996-2005): blue water scarcity index for the human pressure on water quantity, grey water footprint and water pollution levels for the human pressure on water quality and a total water footprint as an aggregated indicator. For the 2nd phase, it was suggested to update the overall Mediterranean status (maps and indicators) with more recent data and then to focus on pilot cases for highlighting the benefits of wetlands for river basin planning taking into account climate and socio-economic changes. The MWO aims to monitor and evaluate the state and trends of wetlands in the Mediterranean and to develop the knowledge on their multiple values. Further information on EMWIS website

6- A delegation from the SWOS project (Satellite Wetland Observation Service) team took part into the workshop co-organised by the Secretariat of the Ramsar Convention and the International Water Management Institute (IWMI) on monitoring the Sustainable Development Goals (SDGs) in November 2015. Sustainable Development Goal 6 on Clean Water and Sanitation, aims to “Ensure availability and sustainable management of water and sanitation for all”. Within Goal 6 Target 6 states: “By 2020, protect and restore water-related ecosystems including mountains, forests, wetlands, rivers, aquifers and lakes”. At this workshop different initiatives were brought together to start a process to define a remote sensing based solution to measure countries’ progress. SWOS provides for a standardised approach to wetland inventory and monitoring that could facilitate UN member states’ reporting on SDG Target 6.6. SWOS results may also feed into Wetland Extent Trend Index recently published by UNEP-WCMC, one of the SWOS partners, to enable reporting on a country and/or wetland type level. 7- The SIRHYUS project was financed in 2011 following a call for projects financed by French institutions. It aims at developing operational services dedicated to water resources management at river basin level in France and world wide, using exiting and future satellite data combined with insitu monitoring data. It brings together scientific public bodies (IRSTEA, CNRS/CESBIO, CNES), innovative SMEs (ACRI-ST and G2C) and large industrial groups (EDF, VEOLIA). Its results were presented in Paris on 16 December 2015 at CNES premises. It allowed a technology transfer from research institutes to SMEs in order to develop industrial products and services in 3 areas: quantitative management of water resources (snow cover, crops water demand); water resources quality management at basin level (detailed mapping of land cover, diffuse pressure indicators); surface water resources quality management (temperature, eutrophication, macrophytes, turbidity). 8- The Mediterranean Water Knowledge Platform a solution selected by Mediterranean stakeholders for climate change adaption and mitigation by MedCOP21, was presented and discussed at Paris Le Bourget during the UN conference on Climate (COP21). The Mediterranean Water Knowledge Platform aims to strengthen the capacities of Mediterranean basin countries to produce valuable data on the status of water resources and their uses to  optimize planning and water management in the context of climate change. 9- The Mediterranean Observatory hosted on CIHEAM’s website (ciheam.org) is providing a statistical review on agriculture, food security, society, and environment in Mediterranean Countries. It aims at contributing to the exchange of ideas by providing information and analyses on agriculture, food and development within the Euro-Mediterranean area. In this regard, various statistical indicators were collected and processed in order to offer essential information for all those who, directly or indirectly, are interested in the Mediterranean and its challenges. 10- Water resilience is critical to successful climate mitigation. A large and growing number of companies feel it is time to ensure that this is reflected in a global climate deal. As part of the Lima-Paris Action Agenda prepared for COP21, more than 30 companies launched the Business Alliance for Water and Climate Change, supported by public authorities and jointly led by CDP (formerly, the Carbon Disclosure Project), the CEO Water Mandate of the UN Global Compact (UNGC) and the World Business Council for Sustainable Development (WBCSD). 11- The third Climate Change Expert Group meeting of the Union for the Mediterranean was held in Barcelona. The meeting gathered UfM national focal points as well as representatives from stakeholders and civil society. The EU-funded Clima South project (Support for Climate Change Mitigation and Adaptation in the ENPI South region) also contributed to the meeting. The focus of this meeting was on adaptation. This Expert Group was created to act as a regional platform, showcasing how a complex system of relevant initiatives, programmes and structures may be brought together in order to create synergies among stakeholders, the private sector and various levels of government. It aims to enhance regional dialogue and act as a catalyst for the identification, support and development of projects and initiatives, both in mitigation and adaptation. 12- In November 2015, the water agency has invested 113.4 million euros for water in the Rhone Mediterranean and Corsica basins, to finance more than 1500 projects in the basins. This amount represents 29% of the aid for 2015. Almost half of the aid (€ 53.8 million) is allocated to improvement of sanitation and drinking water. A large amount of aid is spent on reducing agricultural pollution about € 18.2 million. Further information on EMWIS website

13- Supported by the City of Orleans (France), the HydroFluv project installed  a tidal turbine with an output of 40kW in the Loire river bed in November 2014. Since September 2015, this turbine is connected to the national electricity power grid. This experiment aims to test an innovative tidal river in the reallife conditions. The objective is to capture the kinetic energy of rivers to provide an economical and steady electricity production. The project should lead to the development of alternative renewable energy technology. Further information on EMWIS website

14- The EU and the Palestinian Water Authority signed in Ramallah an €18 million agreement to construct a wastewater treatment plant and install an irrigation scheme in Tubas Governorate in the West Bank. This large-scale project will serve around 34,000 people living in Tubas, Tayasir, and Aqqaba. It will also provide treated water for agricultural use for farmers in the Governorate that relies significantly on agriculture. The project includes the construction of a wastewater treatment plant with a capacity of 4,300m³ per day and a wastewater collection network covering 53km (with 13km of house connections). It also includes the installation of an irrigation infrastructure with a pumping station, two steel reservoirs of 1,000 cubic meters, and 4.3km of distribution pipes.  15- Four new wastewater treatment plants will be designed and constructed for the Croatian city of Porec by the end of 2017. SUEZ Environment in consortia with STRABAG have won this contract worth a total of 38 million euro, co-financed by the European Union (78%). The wastewater treatment plans will be equipped with membrane bioreactors and will have a total capacity of 137,500 population equivalent. The treated wastewater will be reused for agriculture and sludge will be valorised. Further information on EMWIS website

16-The European Water Platform -WssTP organized its annual Brokerage & Working Groups event on 23rd-24th of November at the Diamant Centre in Brussels. The main objective of the event was to facilitate networking among its participants and provide guidance and special instructions on the preparation of participants’ proposals for the upcoming H2020 calls and other EU funding opportunities fro 2016-2017. SAID project (SmArt water management with Integrated Decision support systems) was selected as one of the successful projects of FP7 water & innovation Program. EMWIS represented SAID project at this event and took part in several working group sessions. Further information on SAID website

17- OpIRIS project final meeting was held on November 10th-11th 2015 at Campus Universitario de Espinardo  in Murcia Spain. All partners presented their work from the beginning of the project. Detailed presentation of OPIRIS4R tool was provided in the meeting as well test results on fruit tree and hydroponic exploitations, summary of dissemination activities and review on the final reporting. The second day of the meeting was dedicated to a Field trip in a Spanish farm to observe the performance of OPIRIS4R tool. OPIRIS is a European project which received funds from the European Commission under the 7th Framework Programme (FP7). The consortium was made up of 13 partners from 7 EU countries. The overall aim was to build a knowledge-based system for online precise irrigation scheduling using advanced results from previous EU research projects. The project came to an end after fulfilling its objective via creating and succesfully demonstrating the OPIRIS4R tool, available online. 18- On December 14th -15th 2015, demEAUmed consortium held a meeting in Girona and Lloret del Mar, Spain, to review the progress of the project and the upcoming activities. During the first day, partners started the meeting by visiting the facilities of the technical manager, ICRA, located in Girona. After that, they presented the status of each work package and reviewed related issues.  On the following day, the consortium visited the demonstration site (Hotel Samba) in Lloret del Mar to observe the installation of demEAUmed technologies in real life and to continue round table discussions. demEAUmed offers eight cutting-edge innovative water treatment technologies:  NM UV treatment, Electrochemical ozonation, Electrocoagulation-flotation technology (EC-EFl), Plimmer technology, Smart air MBR, Solar photo-electro-Fenton process (SPEF), UVOX technology and Vertical Ecosystem together with a real time monitoring & control system as well as a decision support system for adapting the solutions to new establishments. These technologies will result in the reduction of fresh water consumption and higher efficiency in water management at touristic establishments. By March 2016, all technologies will be operational at the Hotel Samba for demonstration during the high touristic season. Further information on demEAUmed website.

19- The strategic platform for urban solid waste management in the Mediterranean, MED-3R project ended officially on 23 December 2015. Med-3R project has been co-funded by the ENPI-CBC Med programme. Project outputs will be available on the web platform after final validation during the 1st trimester 2016, in particular the guidelines of urban solid waste management plans, and the synthesis of pilot actions developed by the local authorities around the 7 themes of the project were discussed: restaurants' waste, reusing organic waste for compost, selective sorting, plastic waste, electric equipment wastes, self medication wastes, island wastes.  Further information on Med-3R website.

20- The kick-off meeting water projects co-financed by LIFE 2014 programme took place on November 13th, 2015 at the Portuguese Environmental Agency in Amadora. 15 water LIFE-14 projects were presented in this meeting and grouped in two themes (wastewater treatment) and (Agriculture/food/ aquaculture/ water supply management). LIFE-ANADRY was represented by DAM (the project manager) and SEMIDE (the Dissemination manager) at this event. LIFE-ANADRY aims to demonstrate the technical and economic feasibility of the correct environmental management of sludge in medium to small sized Waste Water Treatment Plants (WWTPs) via using an innovative dry anaerobic digestion treatment and to transfer the outcomes obtained to other European areas with similar problems. 21-Agritechnica 2015 was held from 8th to 14th November 2015 in Hanover, Germany. It is the world’s leading exhibition for agricultural machinery and equipment. More than 2,900 exhibitors from 52 countries presented agricultural machinery for professional plant production this year. On seven days, 450,000 expert visitors from 124 countries came to the fair, including 104,000 international visitors. Representatives from WEAM4i consortium participated at the event and presented WEAM4i project via oral presentations and exhibiting posters. The aim of WEAM4i partners was to increase the market share of the water and energy saving techniques of pivot and linear irrigation in Germany, especially in the Northern region. They presented the modern technique offered by WEAM4i to the visitors and explained how they can use a pivot or linear machine to irrigate their personal fields. WEAM4i is an FP7 water & innovation project bringing together partners from 5 countries (Spain, Germany, Netherlands, Portugal and France) for demonstrating and promoting innovative techniques and integration approach of water and energy smart grid for irrigation. 23- Mr. Nacer Boukari nominated Director of Oranie-Chott-Chergui river basin agency located in Oran, Algeria. He was previously working for the Algérois-Hodna-Soummam basin agency in Algiers. Further information on EMWIS website
 

24- The Engineer Jaime Melo Baptista was elected President of the Strategic Council of the Portuguese Water Partnership. He is a member of this association board of directors of the International Water  Association (IWA) and was President of the Regulatory Authority for Water and Waste Services. 25- The 7th General Assembly of the World Water Council has elected the Council’s Board of Governors that will serve a three-year mandate until 2018. The elections took place during the triennial General Assembly of WWC Members in Marseille, rance where over 250 persons from 40 countries have gathered. The Board will support President Benedito Braga over the next three years to implement a strategy focused on water security, adaptation, and sustainability, which has been adopted today during the 7th General Assembly. Representatives from the Mediterranean area include Hachmi Kennou from IME, Mete Saatci Ahmet from the Turkish Water Forum, Sophie Auconie - French Water Partnership, Riza Diniz Ali - DSI Turkey, Patrick Lavarde - French Ministry of Ecology, Sustainable Development and Energy. 30- Science diplomacy and transboundary water management: The Orontes River case. This  publication has been produced in the framework of the project New Technologies (ICT) for an integrated and sustainable management of natural resources in Lebanon (referred to as “ICT project”) funded by the Italian Development Cooperation (Ministry of Foreign Affairs and International Cooperation). The project was implemented under the supervision of the Insubria Center on International Security – ICIS and involved different Italian and international stakeholders. The project’s main objective was to strengthen and develop the adaptation skills of selected stakeholders, such as policy makers, in order to cope with future scenarios linked to the main driving forces that will be operating in the region in the near future, such as demographic growth, pollution and climate change. 31- Climate change and the water cycle: Impacts, Adaptation, legislation and scientific advances: The new book Of Isabelle Jeunesse and Philippe Quevauviller falls under the theme of climate change and the water cycle. 32- GI_Forum 2016 – open:spatial:interfaces Symposium and Exhibit on Geographic Information Science will take place in July 5 – 8, 2016 at Salzburg, Austria. GI_Forum 2016 provides a platform for dialogue among geospatial minds in an ongoing effort to support the creation of an informed GeoInformation Society. Bearing in mind different perspectives from a variety of professions, presentations as well as workshops and exhibitions will concentrate on innovations in education, science and technologies. 33- H2020-SC5-2016: Calls on Specific Priority Areas of the European Commission Horizon 2020 have been published with various deadlines in early 2016: Societal Challenges, under the climate action, environment, resource efficiency and raw materials work programme. Among the main topics: Greening the Economy, Circular Economy, smart and sustainable cities, Sustainable food security, waste recycling, reuse and recovery of raw material, water innovation. Research and innovation actions, innovation actions, ERA-net co-fund and framework partnership agreements require participation by at least three legal entities, each established in a different EU member state or associated country. 36- Sustainable Water Integrated Management programme (SWIM) Phase II Demonstration projects: the call for projets was launched on 23 December 2015 with an overall budget of 12 M€, focusing on 5 priorities: I. Enhancing effectiveness of local water resources governance; II. Adapting and enhancing resilience to the water-related impacts of climate change; III. Promoting water demand management, water efficiency and non-conventional water resources (in particular recycled and reclaimed water), and protecting water quality and the good ecological status of water bodies; IV. Optimising water financing and related instruments, with emphasis on innovative mechanisms at local level; V. Improving the management of municipal waste, urban wastewater, and/or industrial emissions in order to minimize or prevent the release of pollutants in water bodies. 37- Interreg MED : Call for Horizontal project proposals: Deadline for pre-application: 11 January 2016, full proposal application from March 2016. 38- The Partnerships for Enhanced Engagement in Research (PEER) program has issued a call for proposals with a deadline for submission of preproposal on 15 Junuary 2016. This program is accepting proposals from developing country researchers interested in collaborating with counterparts who are funded by selected U.S. Government-supported agencies.
