1- The Euromed Cities Network held a series of meeting on 3rd and 4th November 2016 in Nice (France). The 3rd November was dedicated to an International workshop on water and wastewater in the Mediterranean Cities dedicated to sharing experiences. A web platform for sustainable Mediterranean cities was launched during the event with a first focus on water and sanitation, it integrates good practices from local authorities as well as a private area to prepare collaborative join projects to learn by doing. A survey is still opened to collect cities and municipalities needs or good practices that could be shared. About 50 euro-Mediterranean cities were represented. This workshop co-organised by OIEAU and SEMIDE with the support of Nice Cote d'Azur Metropole was followed by plenary sessions of the Euromed Cities Network. Christian Estrosi, President of Provence Alpes Cotes d'Azur Region (PACA) and President of NCA Metropole was re-elected president of the Euromed Cities Network in presence of the European Commissioner Johannes HAHN in charge of the European Neighbourhood Policy and M. 2- Certified by the Union for the Mediterranean since 2014, and recognized as an innovative solution by Medcop 21 and 22, the Mediterranean Water Knowledge Platform calls for an increase in the number of national water information systems in particular to support water resources integrated planning with such as white papers on the Mediterranean. The Mediterranean Water Knowledge Platform provides Mediterranean countries with support to set-up shared water information systems at local, national, transboundary and international levels and decision-making tools that take into account water resources at the pan-Mediterranean level. Water information systems implementations are progressing in the platform pilot countries Tunisia, Jordan and Morocco, while other countries are developing specific tools such as in Palestine with a mobile application. During the first semester 2017, a regional workshop will gather the different initiatives around a workshop for sharing experiences around sustainable water information management in the Mediterranean. 3- The historic Paris Agreement to address climate change entered into force on 4 November 2016. The UN Secretary-General Ban Ki-moon stated that this is a momentous occasion with the ratification by a wide range of countries. What once seemed unthinkable, is now unstoppable. Strong international support for the Paris Agreement entering into force highlights the urgency for action, and reflects the consensus of governments that a robust global cooperation, grounded in national action, is essential to meet the climate challenge. The requirements for entry into force were satisfied on October 5 when Austria, Bolivia, Canada, France, Germany, Hungary, Malta, Nepal, Portugal and Slovakia, as well as the European Union, deposited their instruments of ratification with the Secretary-General. The Agreement entered into force in time for the Marrakech Climate Conference (COP 22) in Morocco in 7-18 November, where countries will convene the first Meeting of the Parties to the Agreement. 4- The 14th conference of the "EUROPE-INBO" group, which took place in Lourdes, France, from 19 to 22 October 2016, at the invitation of the French Water Agencies, the City of Lourdes and with the support of ONEMA, gathered 200 participants, representatives of national and basin organizations, elected official, as well as of NGOs, companies, international and regional organizations and academic institutions. The conference was organised around practical implementation of the WFD and other European water-related directives that are also relevant for countries outside EU. They allowed discussing the following issues: WFD: towards the 2019 review; Water governance in transboundary basins; Adaptation to Climate Change: Resources management, scarcity and drought; Adaptation to Climate Change: Knowledge of Flood Risks, Management of Aquatic Environments and Preventive Measures in the Basins. It was a new step for the WFD implementation in the 2nd cycle of River Basin Management Plans (2016-2021), as well as for formulating proposals on the future of this Directive. While welcoming the progress made in WFD implementation, the EUROPE-INBO Members consider that the efforts made in the implementation of measures should be increased so that all water bodies achieve "good status" within a reasonable time. 5- A new industry association for the European water reuse sector, Water Reuse Europe, has been formally launched on 16 September 2016. The association offers a range of services for both commercial companies and public organisations involved in water reuse scheme design, operation, and regulation. 6- The 2nd MENA Focus session was co-convened by GWP-Med, the United Nations Development Programme and Stockholm International Water Institute Water Governance Facility (UNDP-SIWI WGF). It focused on the crucial role of water governance and how it can be reinforced through integrity and sustainable financing, benefiting from the work of two  regional projects labelled by the UfM and supported by the Swedish International Development Cooperation Agency (Sida) labelled: Governance & Financing for the Mediterranean Water Sector and Water Integrity Capacity Building for the MENA Region. 7- The European Commission will set up a High Level Group of experts who will advise on how to maximise the impact of the EU's investment into research and innovation. The Group will be chaired by Pascal Lamy, President Emeritus of the Jacques Delors Institute. The Group is being established as part of the interim evaluation of Horizon 2020, the EU's current research and innovation funding scheme (2014-20). The experts will formulate a vision for future EU research and innovation and draw up strategic recommendations on maximising the impact of EU's future investment in this area. They will base their work on the available Horizon 2020 interim evaluation results and other factual evidence such as the results of the related public consultation, which will be launched in October 2016. 8- The first UfM Ministerial Declaration on Environment and Climate Change was adopted in May 2014. The implementation of mentioned Ministerial Declaration is ongoing and the work is advancing in line with the newly approved Sustainable Developments Goals.  Through this joint Declaration, the 43 UfM Ministers expressed the urgent need to join forces on three main axes of work, namely on: The De-pollution of the Mediterranean Sea; the sustainable Consumption and Production and green/circular economy; and  Climate Change adaptation and mitigation; as well as to further reinforce cooperation on other areas of work, namely ecosystem protection/MPAs, integrated maritime policy, integrated coastal zone management, education for sustainable development, eco-cities.  In order to assess progress in implementation of the recommendations over time, the UfM Ministerial Declaration of 2014 specifically envisaged a specific UfM Working Group on environment and climate change to meet at least every two years to follow-up.  Based on the above, the UfM EU and Jordan CoPresidency, and the UfM Secretariat have announced the 1st UfM Working Group on Environment and Climate Change,   scheduled to take place on the 24-25th January 2017 in Barcelona. 9- The 22nd Session of the Conference of Parties of the UN Framework Convention on Climate Change (COP22) will be held in Marrakech from 7 to 18 November 2016. The COP22 will take over a COP21 in which significant progress was made. It should be part of the action to realize the different priorities selected in the Paris Agreement, including those relating to adaptation, transparency, technology transfer, mitigation, capacity building and damages. The United Nations Climate Conference (COP) is focusing on mitigating the effects of climate change and adaptation innovation. COP 22 will also have the task of "developing operational tools as part of the Paris-Lima map then Paris-Marrakech". COP 22 will take place on 25 hectares of land located Bab Ighli in Marrakech (along the ramparts of the Medina). Participants will be divided into 4 zones:  blue area directly managed by the General Secretariat of the UNFCCC; civil society area; area innovations; area meetings and work. The water day is organised on Wednesday 9 November around show cases in the morning and on thematic dialogues in the afternoon (see preliminary programme), inlcuding one dedicated to knowledge and capacity building. 10- Under the motto Let's act for climate, Tanger's MEDCOP had the participation of over 3 000 territorial and economical actors from the Mediterranean Region, as well as African, European and Asian countries. During the event President El Omari announced that the third MEDCOP will be held in 2017 in Palermo, capital of the Italian region Sicily, and the fourth one will take place in Sousse, Tunisia, in 2018. 11- In 2016, the EU relaunched its regional cooperation programmes SWIM for Sustainable Water Integrated Management, H2020 for the depolution of the Mediterranean Sea and ENI SEIS for Shared Environment Information System. The joint steering committee of SWIM-H2020 support mechanism was held in Brussels on 27-28 September 2016. It gathered focal points from water and environment ministries of South Mediterranean and Balkan countries and a few international partners. Based on a country needs assessment (following multi-stakeholder concertation in each country) and final exchanges with the Focal Points a programme for targeted national support via an "expert facility" and regional actions were defined (see programme website). In addition, the 1st Steering Committee meeting of the ENI-SEIS II South Project and 7th meeting of the H2020 Review and Monitoring (RM) Group will be held on 12-14 December 2016 in Athens. This meeting is jointly organised by the European Environment Agency (EEA) and the UNEP/MAP Secretariat. The main objective of the ENI SEIS II South Steering Committee meeting will be to agree on the development of the SEIS work plans at regional and national level in line with identified needs and based on the proposed guidelines. The expected outcome is the endorsement of the upcoming work plan of activities for the project implementation that will be also annually reviewed during the project Steering Committee meetings. 12- Italian Minister for Education, University and Research  visited  Malta  on October 5th, 2016 accompanied by an Italian delegation including Prof. Angelo Riccaboni, Chair of the PRIMA Consortium. Discussions was focused on European research and innovation initiatives in the Euro-Mediterranean region, such as PRIMA and BLUEMED, launched during the Italian Presidency and hopefully to be finalized during the incumbent Maltese Presidency of the EU Council. 13- "SmArt water management with Integrated Decision support system" training workshop was held in the framework of Euro-Inbo 2016 on 19 October 2016 in Lourdes. 20 people attended the workshop in Lourdes and 7 participated online. The  workshop showed that Information and Communication technologies as well as the availability of more and more data can help to make water management smarter. Such smart management has been demonstrated by the European water and innovation project SAID in the Guadalhorce basin (near Malaga, South of Spain). It allowed optimising dam operation with decision support systems taking into account the behaviour of the whole river basin. The solution achieved is providing recommendations for dam operation to limit flood risk, optimise hydroelectricity generation, and ensure the quality of water necessary for irrigation, domestic water supply and the environment. The system is also providing additional services highlighted during the discussions held at SAID workshop organised during the Euro-INBO 2016. It can be used for training new dam operators, thanks to its simulation capabilities based on historical situations and past manoeuvres. It also aggregate real-time information into maps and indicators on the quality status of water resources that is very useful for all water users. Finally, the solutions are fully operational and can be easily customised to other river basin world-wide, different set of dams, any water quality classification systems, different water uses. 14- On September 20th-23rd 2016, the consortium of WEAM4i project held its 5th general meeting to discuss the progress of the project followed by a successful public conference in Ejea de los Caballeros, North of Spain. WEAM4i public conference entitled El regadmo de Bardenas de Aragsn y Navarra en la Cuenca del Ebro (The Irrigation of Bardenas of Aragon and Navarra in the Ebro Basin) took place on September 22nd and was joined by Spanish local and national authorities including Aragon President, Mr. Javier Lamban Montaqis, with a participation of more than 300 people from Spanish irrigation communities. Participants had the opportunity to know about the WEAM4i project, its innovative tool and the primary results from the demonstration sites, irrigated areas in Portugal, Spain and Germany, as well as have valuable exchanges on the potential benefits of WEAM4i for their communities in terms of water and energy efficiency. Different presentations related to irrigation took place during the event where Mr. Montaqis encouraged the community of Irrigators of Bardenas to seek innovation in order to become more competitive for generating wealth and jobs. WEAM4i is entering its 6th final month and it is currently focusing on spreading the results of WEAM4i smart irrigation tools. Further information is available on WEAM4i website

15- The Satellite-based Wetland Observation Service (SWOS) project was presented at the European Ecosystem Services Conference taking place on September 19-23rd 2016 in Antwerp, Belgium. The aim of the participation was to actively promote the broad activities of the project, such as the Beta version of the SWOS portal and its functionalities, which attracted many stakeholders. The SWOS portal is the entry point to easily locate, access, process and connect wetland information. A dedicated presentation on the latest developments within the SWOS related to the nomenclature development and crosswalks, the guidelines developed and ecosystem services indicators was given during the session of "Setting Priorities for ecosystem restoration in the EU based on MAES". Furthermore, a joint stand and showcase materials of SWOS and ECOPOTENTIAL teams were presented in order to strengthen the specific scientific and communication collaboration and synergies between the two projects. 16- A technical visit to the facilities of INDEREN in Valencia took place on September 29th 2016; in order to define the technical aspects of Life-ANADRY prototype design which is expected to be constructed and installed during the coming months. ANADRY is going to explore different theoretical full-scales scenarios by applying modelling tools in anaerobic digestion dry plant for the treatment of sewage sludge. Life-ANADRY technology will be demonstrated in Alguazas Waste Water Treatment Plant (WWTP) located in Murcia region, Spain which represents a typical medium to small sized urban WWTP in the Mediterranean. 17- During the World Water Week in Stockholm last September, the InterContinental Hotels Group (IHG®) provided detail on the progress made with its leading global water stewardship programme, as well as a number of other water-related initiatives. In partnership with global water-use experts, Water Footprint Network (WFN), IHG has mapped its global estate of more than 5,000 open properties and the majority of its pipeline hotels against risks related to both water quantity and water quality.  For example, thanks to the IHG Green Engage™ system, IHG drive a near 5% reduction in water use per occupied room in water-stressed areas to the end of 2015. The EU water and innovation project demEAUmed, is also addressing these water quantity and quality issues by demonstrating water treatment technologies that are going to contribute to this approach. 18- On 13 September the German Water Partnership with support from the European Water Partnership organized an initial discussion  on the concept of "Water systems 4.0", developed by the German Water Partnership. The speakers from the European Commission and experts from the water sector discussed the potential of Water systems 4.0 to contribute to the achievement of the Agenda 2030 and the goal of sustainable water and sanitation for all with focus on the of EU development policy. 19- Youssef Chahed, Head of Government of Tunisia, Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, and Fathallah Sijilmassi, Secretary General of the Union for the Mediterranean (UfM), gathered on 1 November in Bizerte to launch the “Integrated Programme for the Protection of Lake Bizerte against Pollution”, labelled by the 43 UfM Member States.
 With a total budget of more than €90 million over a 5-year period, the programme will contribute towards cleaning up Lake Bizerte in northern Tunisia, improving the living conditions of the surrounding populations and reducing the main sources of pollution impacting the entire Mediterranean Sea. 20-  Tunisian authorities discussed a possible accession to the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) during the national workshop "Benefits transboundary cooperation and UNECE water Convention" held in Tunis on 21- 22 September 2016. The Water Convention provides a legal and institutional framework at global level for the sustainable management of transboundary water resources and the promotion of cooperation. After announcing its interest in joining the Convention in 2012, Tunisia has established in 206 a national committee to study the implications of membership. Further information on EMWIS website

21- The  Algerian government has decided to renew the agreement for the delegated management of water services and sanitation in Algiers and Tipaza provinces to Suez Environnement, said the Minister of Water Resources and Environment Abdelkader Ouali on 17 September 2016.  This is the 3rd renewal agreement signed with Suez Environnement in Algeria during the last 10 years.  These agreements allowed the creation of Water and Sanitation Company of Algiers (SEAAL), whose shares are split among the Algerian Waters Company (ADE), the Nation Office of Sanitation (ONA) and Suez Environnement. 22- Cities and regions will have a solid presence and will get their voice heard during next climate global summit. The European Committee of the Regions (COR) and the Euro-Mediterranean Regional and Local Assembly (ARLEM) will organise a series of events to ensure cities and regions pledges are heeded during the COP22 to be held in Marrakesh, Morocco. Concerted action of municipalities and regions working together is key to implementing the goals set in the Paris Agreement.  The Global Covenant of Mayors for Climate and Energy has become the largest coalition of cities addressing climate and energy challenges at local level. The CoR, the only EU institution representing local and regional authorities is contributing to this success by promoting the Covenant via its networks and partners and by mobilizing mayors on both shores of the Mediterranean.  Further information on EMWIS website

23- Valérie Pécresse and Mustapha Bakkoury, president of the Casablanca-Settat Area Council (Morocco), affirmed,  on September 12, their desire to collaborate  together, by developing a cooperation policy based on ties of mutual interests in the their regions. Ile-de-France and the Casablanca-Settat region decide to work on  several domains such us:  economic development and employment, research and innovation, education and training; sustainable development, renewable energy and energy transition. 24- The second edition of the Franco-Jordanian Forum on Water Sustainability was held on 17 October in Amman Jordan  with the aim of addressing water sustainability in Jordan whose water resources came under additional pressures arising from the Syrian refugees crisis. Minister of Water and Irrigation, Hazem Nasser, said his ministry's efforts are now focused on reducing water loss and high consumption of energy through expanding the reliance on renewable energy in all water facilities and finding solutions through increased support to the water sector. He indicated that the ministry seeks to slash water loss by 30 per cent by 2025, to reach 105 litters of potable water a day per capita. The minister highlighted a set of measures and projects that aim at improving and upgrading the national water grid and preserving resources. Nasser hailed France's support to Jordan in this area and said the French contributions, which surpassed 200 million euros in the past few years, helped the Kingdom improve the level of water services. French Ambassador to Jordan David Bertolott said the forum is of paramount importance in shedding light on how to preserve and sustain water resources in Jordan, stressing the need to extend more support to Jordan to help it overcome challenges facing the water sector. 25- Egypt is planning to dramatically decrease the amount of land allocated to rice production next year, amid ongoing concerns over water scarcity, the Ministry of Water Resources and Irriagtion announced on Sunday 23 October 2016. The amount of land used for rice will decrease by 34.6 percent, according to the Ministry, and will be limited to six governorates. This amounts to just over 704 000 feddans for 2017 (ca 300 000 ha), in comparison to over a million feddans in 2016 (ca 420 000ha). The cultivation of rice requires more water than many other crops, an average of 9,500 to 11,000 cubic meters of water per hectare. There will be penalties introduced for the planting of rice on any non-authorized land or in governorates outside Beheira, Kafr al-Sheikh, Daqahlia, Damietta, Port Said and Sharqiya, the Ministry said. 26- According to the report published by UNICEF in September 2016, "Syria Crisis Situation": in Aleppo water continues to be used as a weapon of war. Both deliberate and collateral damage to the public water infrastructure was recorded during September. On 22 September, attacks by government forces on the Bab Al Nayrab water pumping station in eastern Aleppo interrupted water supply to some 250,000 people in the city. In retaliation, Armed Opposition Groups (AOGs) temporally cut water supply from Sulieman Al Halabi water pumping station to some 1.7 million people in western Aleppo. After negotiations between UNICEF partners and AOGs, the water pumping resumed. On 30 September, the water supply from Suleiman Al-Halabi pumping station serving both eastern and western Aleppo was again deliberately cut. As of 5 October, UNICEF's partners managed to repair the damage to Bab Al Nayrab allowing water to flow to eastern Aleppo. Sulieman Al Halabi has also resumed operation although given repeated attacks and fighting in the vicinity, the future operation of the station is uncertain. Further information on EMWIS website

30- R-KNOW Water Governance Best Practices within the Water, Energy, Food and Climate Change Nexus:  The core of this knowledge book is the information collected on practical implementation of systemic approaches of water management in relevant pilot projects. As lessons learnt are not sufficiently shared among those intending to apply systemic approaches, it was deemed necessary to make an inventory and synthesis of the experiences resulting from different projects and local initiatives around the Mediterranean. This R-KNOW knowledge products brings together work done in the domain of sustainable water resources management through integrated and participatory development approaches. It describes the underlying conceptual framework of these different approaches that underpin successful actions in the four Thematic Areas distinguished within the R-KNOW: (i) Local Water Governance,(ii) Climate Change and Water,(iii) Water, Food and Energy Nexus, and(iv) Innovative & Sustainable Water Technologies. 31- Integrated Groundwater Management (IGM) Concepts, Approaches and Challenges:  The book is divided into five parts: integration overview and problem settings; governance; socioeconomics; biophysical aspects; and modelling and decision support. However, IGM is integrated by definition, thus these divisions should be considered a convenience for presenting the topics rather than hard and fast demarcations of the topic area. 32- Water, migration and how they are interlinked: Working paper excerpt from the Water Report,  published by SIWI in World Water Week 2016. "The world is witnessing some of the largest refugee flows since the Second World War. Meanwhile, water crises are highlighted as one of the most pressing global challenges. In this context, migration and refugee flows are increasingly explained in terms of water scarcity perpetuated by climate change. The Working Paper argues that easy answers to complicated questions should be avoided, and that deeper analysis is needed." Further information on EMWIS website

33- The 2nd HYDRALAB+ call for proposals is now open and will be so until 2nd December 2016. This Second Call  is an invitation to all eligible research groups to submit a proposal for an experiment to be hosted in one of the HYDRALAB+ major and unique facilities, free of charge.The theme of HYDRALAB+ is Adaptation to Climate Change. 34- Calls for projects in support of decentralized cooperation: The French Ministry of Foreign Affairs supports decentralized cooperation between French and foreign local authorities, on the basis of geographical and thematic priorities of cooperation. The program supports the projects from local authorities as well as national networks, consultation and regional coordination structures in the framework of calls for annual and triennial projects. Specific funds are also allocated in support of decentralized cooperation in particular in Morocco, Tunisia, Lebanon and Palestine. Further information on EMWIS website

35- Call for project Rhone-Mediterranean and Corsica Water Agency: manage water and sanitation skills at the right level. The water agency is calling for projects to support local authorities on all matters related to the transfer of competence and structuring of water services and sanitation in the context of implementation of the law "NOTRe".
With 10 million euros, it is open until 29 June 2018. The projects will receive maximum support rate of 80%. Further information on EMWIS website

36- UIA: Topics of the second call for proposals announced:  The Urban Innovative Actions initiative will launch its second Call for Proposals in Mid-November 2016. The European Commission has selected the three topics that will be included in the call: sustainable urban mobility, the circular economy and the integration of migrants and refugees. 37- Programme ENI CBC Med, a call for standard projects is expected early 2017, with different priorities including: Support sustainable initiatives aimed at finding innovative and technological solutions to increase water efficiency and encourage use of non-conventional water supply; Reduce municipal waste generation and promote source-separated collection and the optimal exploitation of its organic component; Incorporate the Ecosystem-Based management approach to ICZM into local development planning, through the improvement of intra-territorial coordination among different stakeholders. 38- The Procurement & Markets Division at the Water Branch of the National Office for Electricity and Potable Water (ONEE) has just launched, under the Purchasing settlement of ONEE, a tender related to the strengthening of the drinking water supply of the Mediterranean city of Al Hoceima (North of Morocco) by means of seawater desalination. [2016/11/16] New on-line CPD training courses for water managers and supervisors: A new training initiative was launched today between youlearnwater and IWA Publishing, to provide specialist training for water managers and supervisors. Courses are pitched at Masters degree level and are suitable for a graduate in a relevant discipline or someone with five or more years of on-the-job experience.
