BACKGROUND

The IUCN WAME Regional Office, based in Amman – Jordan, has developed a Regional Water and Drylands Programme (REWARD) for the West Asia/Middle East (WAME) Region, the overall objective of the programme is to integrate the comprehensive development and conservation pursuits of the IUCN regional programme by assisting countries in the region to adopt a systemic approach to water management at policy, decision-making and field levels, emphasizing the integration among green, blue and brown aspects of water resources management and that of social, economic and ecological processes in target catchments areas and aquifers.

The REWARD strategy is to establish

a)  Regional Systemic Network (Knowledge Centers or Nodes) that will connect the main actors involved in water management and facilitate information exchange; and

b)  A number of demonstration projects in different countries that will develop, test and put in practice systemic approaches to water resource management at the watershed and river basin level.

For this purpose, IUCN WAME is seeking a qualified candidate to fulfill the position of “Project Coordinator” with experience in natural resources management and conservation, with strong leadership skills and vision for sustainability. The Project Coordinator will lead the IUCN project team that will implement the activities assigned by MOE to IUCN in the broader framework of the Zarqa River Restoration Programme which is one of REWARD demonstration projects. This position will be supervised technically and administratively by the Deputy REWARD Coordinator.

RESPONSIBILITY

R1: Establish and maintain sound and productive working relationships with stakeholders at different levels including end users, CBOs, Private sector, NGOs and government bodies:

a.       Strengthen the partnership spirit within the project stakeholders in different governmental and non-governmental bodies.

b.       Assist in the establishment and management of the national, governorate and local water committees of the project.

c.       Ensure that each stakeholder fulfill their responsibilities in the field according to the work plans.

R2: Together with the core team and senior staff of partners, develop project plan, methodology and guidelines that ensure that the field level interventions are planned and executed effectively and efficiently via a sustainable and replicable model.

a.       Provide conceptual and methodological guidance to the project that is implemented as part of both the ZRBRP and REWARD;

b.       Develop a strategy for identifying and building the capacity of Stakeholders to address integrated water resource management issues (IWRM).

c.       Develop strategic plans for the Governorate and the targeted areas to test and implement participatory water planning and scenario building models and strategies to increase dialogue among all stakeholders.

d.       Field-based activities are efficiently and effectively implemented in accordance with agreed project plans, with the full participation of all project stakeholders.

e.       All contractual obligations to the donors are met

f.         The project is linked and contributing fully to the regional whole-project

R3: Management of the implementation of the pilot projects in accordance with IUCN’s standards and in accordance with donor requirements.

a.       Develop guidelines and internalize them among staff and stakeholders to test the feasibility of identified solutions and to demonstrate their implementation.

b.       Design and oversee the implementation of the pilot project activities in the field.

c.       Accordingly, prepare the pilot projects work plans, budgets and technical progress reports and present them to the regional water coordinator.

d.       Supervise the work of the subcontractor; ensuring deliverables are received on time.

e.       Identifying new opportunities: projects, partners, approaches, and donors.

f.         Developing concept papers and proposals,

g.       Networking for the submission of proposals (donors, ministries and other relevant organizations).

R4: Contribution to REWARD programme and IUCN WAME strategic programme.

a.       Support the REWARD Coordinator and the Deputy REWARD Coordinator in the conceptual and methodological guidance of the REWARD Programme;

b.       Support the implementation of the capacity building activities in other REWARD projects and in other countries of the WAME Region (under the supervision of the REWARD Coordinator);

c.       Participate as part of the IUCN team in development of the Strategic plans;

d.       Represent IUCN and network with other organizations on behalf of IUCN;

e.       Be the focal point for the water technical issues;

f.         Other duties as may be assigned from time to time by Deputy REWARD Coordinator and/or REWARD Coordinator.

QUALIFICATIONS

• A post graduate degree in natural resource management or relevant development related field.
• 7 years working in developmental project; at least two years at a senior managerial/supervisory level
• Good IT skills (Good IT skills including word-processing, Arabic and English typing ability and excel experience).
• Highly motivated and strong interest in humanitarian work
• Dynamic, energetic and able to work under pressure 
• Flexible and team player
• Good analytical skills, and a demonstrated ability to think strategically;
• Proven capacity for fundraising through bilateral or multilateral partners;
• Effective verbal and writing communication skills, both in English and Arabic; other language are an asset;          
• Excellent managerial, interpersonal and team building skills;
