News Outcomes of the third meeting of the Working Group on Water and Health, 27-28 May 2010, Geneva

Following the outcome of the third meeting of the Working Group on Water and Health (27-28 May 2010), we would like to share with you the decisions with regard to guidance/guidelines and other documents to be submitted to the second session of the Meeting of the Parties to the Protocol on Water and Health (23 -25 November 2010, Bucharest, Romania). In particular, we would like to communicate to you the deadlines for providing your final comments on guidelines/guidance documents elaborated by the different Task Forces established under the Protocol.

The Working Group agreed on the following arrangements for the finalization of documents:

  • Comments to the draft technical guidance on water-related diseases surveillance (Information paper 1) and draft policy guidance (ECE/MP.WH/WG.1/2010/L.1-EUR/10/56335/IX) should be sent to the Chair of the Task Force on Surveillance, Mr. Enzo Funari <enzo.funari@iss.it>  and copied to <rae@ecr.euro.who.int>
  • Comments to the draft guidelines on setting of targets, evaluation of progress and reporting (ECE/MP.WH/WG.1/2009/4-EUR/09/5086340/9) should be sent to the Chair of the Task Force on Indicators and Reporting, Mr. Pierre Studer  <pierre.studer@bag.admin.ch> and copied to <tomasz.juszczak@unece.org>
  • Comments to the draft guidance on water supply and sanitation in extreme weather events (Information paper 7) should be provided to the Chair of the Task Force on Extreme Weather Events, Ms. Luciana Sinisi <luciana.sinisi@isprambiente.it>  and copied to <rae@ecr.euro.who.int>
  • Comments to the draft document on small scale water supplies in the European region (Information paper 10) should be sent to the lead experts for this activity, Ms. Bettina Rickert  <Bettina.Rickert@uba.de> and Mr. Oliver Schmoll <oliver.schmoll@uba.de> and copied to <tomasz.juszczak@unece.org> and <rae@ecr.euro.who.int>
  • Comments to the guide to focal points on how to promote the Water Convention and the Protocol on Water and Health (ECE/MP.WAT/2009/13) should be sent to Ana Drapa <ana.drapa@mmediu.ro> and copied to <francesca.bernardini@unece.org>

The deadline for providing comments for all English versions of the guidelines and other documents is 30 June 2010.
Due to the late availability in Russian language, the deadline for comments to the Russian versions of the technical guidance on water-related diseases surveillance and of the guidance on water supply and sanitation in extreme weather events is 15 July 2010.

The Working Group entrusted the Chairs of the Task Forces, with the assistance of the Bureau and the Joint secretariat to finalize the different documents and to submit them to the second session of the Meeting of the Parties for possible adoption.

Considering that the Guidelines on setting of targets, evaluation of progress and reporting (ECE/MP.WH/WG.1/2009/4-EUR/09/5086340/9) had already been consulted with delegations three times before this meeting,  and in order to increse their user-friendliness, the Working Group agreed to submit these Guidelines to the Meeting of the Parties as a printed publication This will also facilitate and accelerate their implementation, and speed up the process of setting targets in Parties and non-Parties. The Working Group recognized that this approach entails that the Meeting of the Parties refrains from additional changes when adopting the Guidelines. The Working Group entrusted the secretariat and the lead Party with the finalization of the Guidelines, based on the comments, and with the editing, layout, design and printing of the publication on time for the Meeting of the Parties where it will be available in English and Russian. This approach will be pursued if no opposition is expressed by 30 June.

Finally the Working Group discussed and revised  the draft programme of work. A revised version based on these discussions is attached. Comments to the draft programme of work should be sent by 21 June to <francesca.bernardini>, <tomasz.juszczak@unece.org> and <rae@ecr.euro.who.int>. The Bureau at its fifth meeting will finalize the draft programme of work on the basis of the comments received.



We kindly ask you to respect these deadlines to allow the joint secretariat to finalize documents in time for the second session of the meeting of the Parties.
