News National Indicative Programmes (NIPs) South 2011-2013: ENPI Info Centre wrap-up

The overall budget for bilateral EU assistance to partner countries in the framework of the European Neighbourhood and Partnership Instrument (ENPI) has been made known through the National Indicative Programmes (NIP) 2011-2013, released by the European Commission. 
The NIP, a Commission assistance programming document, refers to developments in bilateral relations and in the country itself, as well as the pace of implementation of agreements, while it goes into detail about the goals of each priority agreed. They have been drafted by the European Commission in consultation with the partner country governments, Member States and other international donors and civil society organizations, following the Mid-Term Review of the Country Strategy Papers (CSP).


 Algeria:  The overall budget for bilateral EU assistance to Algeria in the framework of the ENPI will amount to €172 million, or an average of €57.33 million a year, according to the NIP. This represents a 4.2 % increase compared to the programming period 2007-2010, where €55 million a year had been earmarked. The CSP 2007-2013 outlines eight areas eligible for support: Human rights reform; Reform in the field of justice, migratory flows and terrorism; Diversification of the economy; Sustainable development; Development of education; Reinforcement of social programmes; Facilitation of trade; and Development of infrastructure.ENPI Info Centre Algeria NIP wrap up
 Egypt: The overall budget allocation for bilateral EU assistance to Egypt under the ENPI for 2011-2013 has been proposed at €449.29 million, according to the NIP. This is an average of €149.76 million per annum, which represents a 5.4% increase compared to the previous programming period. The allocation is divided between the three CSP priorities: Supporting reforms in the areas of democracy, human rights, good governance and justice; Developing the competitiveness and productivity of the economy; Ensuring the sustainability of the development process with effective social, economic and environmental policies and better management of natural resources.ENPI Info Centre Egypt NIP wrap up


 Israel: The overall budget for bilateral EU assistance to Israel under the ENPI will amount to €6 million in 2011-2013, according to the NIP. This allocation will be used to support the implementation of the joint priorities agreed in the EU-Israel ENP Action Plan and includes: Acquis-related activities in key ministries in areas such as trade, customs, veterinary and phytosanitary matters, justice and home affairs, internal market issues, transport, energy, environment, and “people-to-people” contacts, etc.; Activities in the field of higher education, in particular with a view to aligning education and training policies in a global knowledge based economy; Events for the exchange and dissemination of information on acquis - and ENP Action Plan issues.ENPI Info Centre Israel NIP wrap up


 Jordan: The total bilateral ENPI budget allocation for Jordan for 2011-2013 has been proposed at €223 million,according to the NIP. This is an average of €74.33 million a year, which represents an increase of 12.2 % over the period 2007-2010. The four strategic objectives of the Country Strategy Paper (CSP) 2007-2013 remain the structure on which to build the new programming. These are: Supporting political and security reform in the areas of democracy, human rights, good governance, justice and the fight against extremism; Trade and investment development; Sustainability of the development process; Institution building, financial stability and support to regulatory approximation.ENPI Info Centre Jordan NIP wrap up


 Lebanon: The overall budget for bilateral EU-Lebanon assistance in the framework of the ENPI will amount to €150 million for 2011-2013, according to the NIP. An average of €50 million a year represents a 7% increase in comparison to the previous programming period. The assistance will support: Lebanon’s political reform; Social and economic reforms; the recovery and reinvigoration of the economy.ENPI Info Centre Lebanon NIP wrap up


 Morocco: The overall budget for bilateral EU assistance to Morocco in the framework of the ENPI will amount to €580.5 million for 2011-2013, according to the NIP. The five priority areas defined by the CSP for the years 2007-2013 are: Development of social policies; Economic modernisation; Institutional support; Good governance and human rights and Environmental protection.ENPI Info Centre Morocco NIP wrap up

 Syria: The overall budget for bilateral EU assistance to Syria will amount to €129 million, or an average of €43 million a year, according to the NIP 2011-2013. This represents a 32.3 % increase in comparison to the programming period 2007-2010, where a total of €130 million or €32 million a year had been earmarked. Discussions with the Syrian authorities and consultations with stakeholders have confirmed the validity of the strategic objectives of the CSP for the years 2007-2013: Support for political and administrative reform; Support for economic reform; Support for social reform.ENPI Info Centre Syria NIP wrap up


 Tunisia:The overall budget for bilateral EU assistance to Tunisia in the framework of the ENPI will amount to €240 million for 2011-2013, according to the NIP. This allocation will be shared across four priority areas.
