News Senior Programme Officer, Water Management Specialist, South Asia Region, IRC International Water and Sanitation Centre, The Netherlands [deadline 18 October]

IRC is seeking a Senior Programme Officer further expand and lead the local Water Management programme in the South Asia region.

Duty station: The Hague, The Netherlands, with 30% of time spent on short and long-term missions in South Asia
Salary scale: BBRA 12 (min. €3,340.33 and max. €4,964.76 per month)

Main responsibilities include:

  • to further expand and lead the local Water Management programme in the South Asia region. Initially, the focus will be on the development of a well-embedded and innovative strategic framework and on the initiation of acquisition activities to implement the strategic framework
  • to work with existing partners and to further expand IRC’s network of partners in the South Asian region that is supportive of and facilitates change initiatives across local Water Management and related sectors
  • to pro-actively support and facilitate learning activities and partnerships for improved local governance and sustainable water service provision

Requirements include:

  • academic degree at masters’ level in a relevant discipline
  • interdisciplinary and broad knowledge and experience in the fields of water management, water governance, intersectoral competition, water sector reform programmes, local water management etc. This specifically includes technical knowledge such as demand forecasting and water accounting as well as a thorough understanding of pro-poor approaches to WASH services delivery in rural and urban contexts
  • relevant professional experience, with a minimum of five years work experience in developing countries
  • strong and wide relevant network and proven experience and interest in working with a wide range and levels of sector stakeholders such as governmental departments, RWSS departmental engineers, NGO’s, academics, and private sector organisations
  • fluent in English (oral and written) and excellent writing skills, preferably reflected in published work
  • a working permit for The Netherlands (granted automatically for EU citizens)
