Terms of Reference
The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social
well-being of people around the world. It provides a unique forum in which governments work together to share
experiences on what drives economic, social and environmental change, seeking solutions to common problems.
The Directorate for Public Governance and Territorial Development (GOV) supports countries to promote good
governance through more strategic, agile and action-oriented public sectors that improve the functioning of national
economies and support growth. As part of GOV, the OECD Water Governance Programme [within the Regional
Development Policy Division] advises governments to design better water policies for better lives, through evidencebased
analysis, peer-to-peer review, benchmarks, country specific policy dialogues, standard-setting, showcase of
best practice, and contributions to the Global Water Agenda.

We are looking for an Intern to contribute to the Programme with desk research, drafting, coordination,
communication and event organisation tasks. In particular, the selected candidate will carry out thematic work,
provide support to policy dialogues, and contribute to support the activities of the OECD Water Governance Initiative,
a multi-stakeholder network of 100+ delegates from public, private and non-profit sectors gathering twice a year in a
Policy Forum.


Main Responsibilities
Analytical work and drafting
Contribute to country water policy dialogues and identification of international best practice
Carry out empirical and innovative research on water governance;
Assist in the preparation of general briefings, speeches, policy briefs, press releases and other materials
Coordination, communication and planning
Support the preparation of a Conference on Water and Cities
Support the preparation of the governance sessions at the 7th World Water Forum
Contribute to develop communication strategies to key target audiences
Help develop innovative partnerships as part of the advocacy and outreach strategy of the programme

Candidate’s profile
A Master degree in the field of public policy or related discipline completed or under completion.
A PhD degree under completion would be a plus
Excellent written and oral command English – Master of Spanish would be a plus
Proven knowledge or experience on water issues

Excellent drafting skills
Good command of Microsoft Office applications, and statistical software (Stata, SPSS)

Ability to deal with multi-stakeholder settings, horizontal activities and international contexts.
