European Network of Municipalities and Rivers
ENMaR means "European Network of Municipalities and Rivers" and summarizes the main idea of the project: a network of municipalities in Europe and rivers, more exactly the EEC water framework directive (WFD). ENMaR will conduct, will network and will compare the WFD related development in different European regions as regards content til the end of 2007. Differences, similarities, problems and possibilities during the implementation of the WFD on local level are pointed out. The locally concerned, i.e. the municipalities and other local stakeholders will be involved. Therefore a network from regional networks to be expanded will be established.
ENMaR will discuss the consequences in the different European regions from the long-term perspective of the WFD and the potential to benefit from each other. However ENMaR takes up the holistic approach of the WFD regarding contents. Topics such as spatial planning, water services, tourism, and agriculture and forestry are the core areas of the technical work, since these topics are crucial for regional development as well.

| Objectives | Overall objective The overall objective of ENMaR is to enable municipalities to make effective use of integrated water management. The partners aim to share knowledge and good practice related to the implementation of the WFD and its impact on regional development. The focus of the activities carried out by the partners is on spatial planning, water services, tourism, forestry and agriculture. A avowed objective of the project is the support of the regional development by using the WFD as an instrument. By extensive information and technical support the municipalities and regions should be enabled to arrange their water services in a more sustainable way, to actively take part in local river basin management, to plan and decide integrative and interdisciplinary in spatial planning, to positively use an improvement of the water quality in the sense of the own touristy marketing and to affect the impacts of agriculture and forestry on water in a sense of quality improvement. Good examples and communication should create more transparency and positive results for the regional development. |

| Results | ENMaR will establish an inter-regional network, in which positive activities
are identified and multiplied and common ideas will be developed beyond
that; on the one hand in order to learn from each other and on the other
hand to prevent double work. Vice versa negative examples are also to be
exchanged inter-regionally, in order to profit from negative experiences as
well. Expected results ENMaR gives municipalities a more significant role in delivering the WFD for the benefit of regional development. Working together in ENMaR, municipalities are better prepared to carry out the necessary actions to benefit from changes under the WFD. Their knowledge about the links between good water resources and tourism is increased and the role of tourism in river basin management and regional planning is strengthened. Furthermore, they learn about links between spatial planning and water management and about the WFD and its scope and links to other sectors related to regional development. ENMaR contributes to implementing the WFD by improving the qualityand structure of water bodies and the cost recovery of water management. Also, it creates a common understanding of the impact of forestry and agriculture on waters. Activities include establishment of forums for stakeholders from spatial planning, water services, tourism, forestry and agriculture, organisation of roundtable meetings and workshops and production of a «Municipality’s Guide to Regional Development through Effective Integrated Water Resources Management». |
