1- Following the 3rd Mediterranean Water
Forum organized in Cairo in January 2018 (see final
report here), the Mediterranean region organized various session
and presented its regional
report at the 8th World Water Forum in Brazil last March. The
Mediterranean sessions focused on Water and climate change mitigation,
Integrated sanitation for all, Water and energy, Management and
restoration of aquatic ecosystems, Financing, Reuse in the
Mediterranean and its impact on territories. In addition, the
experience from the Mediterranean Water Knowledge Platform was
presented during the special session on "Data and tools to facilitate
water management and decision Making" and the session on "Monitoring,
assessment, data and knowledge sharing in transboundary basins" of the

2- The 8th
meeting of the Water Expert Group (WEG8) of the Union for the
Mediterranean (UfM) took place on 1st February 2018 at the Dead Sea,
Jordan. It discussed contents and related proposals, including on
leadership on the four priority work areas of the UfM Water Agenda.
Italy and Turkey offered to co-lead on the Water-Employment-Migration
Task Force, Lebanon co-leading the Water-Energy-Food-Ecosystems
Nexus, Malta and Egypt for Water Access and Sanitation.
While the 4th priority area "Climate Change Adaptation" was considered
as an horizontal theme like the governance and financing. Following
this meeting, a task force meeting has been established to take
place 3 and 4 May 2018 in Brussels in order to develop the UfM Water Agenda’s financial
strategy. The aim of this task force will be to address the
instruments and resources for the financing of the water sector in the
Mediterranean, which will, at the same time, act as a support to the
development and implementation of the four priority areas. Further

3- The Ministerial
Declaration of the 8th World Water Forum entitled "Urgent call for
decisive action on the water" was approved this Tuesday (20), during
the session at Ulysses Guimarães Convention Center in Brasília. The
document is the result of discussions between Ministers and heads of
delegations from more than 100 countries. The Declaration recognizes
that all countries need to take urgent action to address the challenges
related to water and sanitation, establishing some actions considered
top priorities. The document also points out that the partnerships
formed during the 8th Forum are essential to implement the Declaration.

4- The SWIM and
H2020 SM is a Regional Technical Support Program, funded by the
European Commission, Directorate General (DG) NEAR. Its annual Steering
Committee meeting took place on 30th of January 2018, at the
Dead Sea, Jordan, back-to-back with the UfM WEG8 (click
here to see summary progress and presentations). The program is
organising regional training workshops and study tor for
representatives of Mediterranean Partner Countries. On 16- 19 April the
program has organazied a training session in Vienna, Austria on
Decentralized Water Management and a related study tour. The
overall aim of the second regional on-site training (REG-5) and of the
study tour ST-5 was to enhance the knowledge of the key stakeholders
who are involved in different aspects of Decentralized Water Management
(DcWM) in the partner countries to regulatory and organisation issues
of decentralized water management. REG-5 builds on the outcomes of the
first regional on-site training on decentralised water management
(REG-4), which took place in July 2017 in Brussels. Both events
included sessions dedicated to data management and information systems
inline with the implementation of the Mediterranean Water Knowledge

5- Millions of
people in the WHO European Region (UN) drink contaminated water, often
without knowing it. WHO estimates that, every day, 14 people die of
diarrhoeal disease due to inadequate water, sanitation and hygiene
(WASH). Clean and safe drinking-water at home is frequently
unavailable, particularly for those living in rural areas. In the
Region, 57 million people do not have piped water at home, and 21
million people still lack access to basic drinking-water services.
These people use water from unprotected dug wells and springs, directly
consume surface water, or need more than 30 minutes to collect water.
About three quarters of people without access to basic drinking-water
services live in rural areas. WHO sets global health-based guidelines
for drinking-water quality. The water safety plan (WSP) approach is a
core pillar of these guidelines. WHO considers WSPs to be the most
effective means of consistently ensuring the safety of a drinking-water
supply. WHO/Europe recently provided comprehensive recommendations to
the European Commission on the planned revision of the European Union
Drinking Water Directive. These recommendations detail how protecting
people’s health from the negative effects of consuming contaminated
drinking-water should go beyond measuring compliance with standard
water quality parameters; it should involve adopting a more tailored,
risk-based approach for each water supply system. Further information

6- CIHEAM organizes the 2nd Mediterranean Forum “Research and Innovation as Tools for Sustainable Agriculture, Food and Nutrition Security” for PhD students and young researchers of the Mediterranean region, from 18 to 20 September 2018 at CIHEAM Bari, Italy. The Forum will focus on achieving the goals of both Sustainable Development and CAPMED2025 through research works aiming at fostering entrepreneurship, women and youth employment; identifying and sharing potential innovation tools geared towards integrated solutions for sustainable agriculture, food and nutrition security; enhancing research and innovation impact at national and regional level and preventing young researchers migrations. 7- The World Economic Forum's Global Water Initiative, in collaboration with the World Bank Water Global Practice and the Swiss Agency for Development and Cooperation, has embarked on a journey over the past year to explore this very question. By convening water policy experts, entrepreneurs and technology innovators in a series of workshops and meetings, we gained valuable insight into several areas ripe for disruption in the water sector. Encouragingly, we also discovered many solutions we need are already at our fingertips. Here are five examples of how the innovation could help make water insecurity a thing of the past: Blockchain for improved water resource management/ Decentralized water reuse systems/ Basin-level insights to manage water risk/ Advanced materials for producing new sources of water/ Water- and sanitation-smart cities. 8- The IWA Regional Conference on Water Reuse and Salinity Management will be held on 11-15 June in Murcia, Spain. The conference will address the problem of water scarcity induced by climate change in arid and semiarid areas, the use of non-conventional water sources in agriculture and the risk of agricultural land and groundwater salinization in areas where aquifers are significantly depleted. Participating in IWARESA 2018 will provide the benefit of learning about advancements in water reuse and salinity management in Murcia Region, a typical Mediterranean area where the salt and water stresses are the main limiting factors for a very productive and technical agriculture. 9- The ENI-SEIS II program organised the 2nd regional workshop on indicators in Athens on 17 and 18 April 2018. This event is part of the actions related to further development towards a renewed set of Horizon 2020 (depolution of Mediterraean Sea) indicators. It aims at preparing detailed concept notes (waste, water, industrial emissions) and methodological specifications for the proposed indicators based on a 1st review made at the 1st workshop 17-18 May 2017 in Copenhagen and various exchanges with countries representatives. The water indicators are related to access to sanitation, municipal wastewater management, coastal and marine water quality. Further information on EMWIS website
10- The proposal for the new EU framework programme (FP) for research and innovation – FP9 – is expected to be adopted by the EC before summer 2018. Preparatory work to design this proposal includes aspects such as evaluation of the previous FPs and expert studies to help structure the programme, define its budget and select the priorities it should address. There is a number of key discussion points for FP9, on which stakeholders’ views either converge or conflict, such as the budget for the programme, with proposals ranging between 120 and 160 billion euros, or the required balance between two conflicting dimensions: excellence and cohesion, the expectations regarding the implementation of the European Innovation Council (EIC) and missions, the role of citizens in co-designing FP9 and the co-creation of its results, and interactions between higher education and research and innovation. 11- Med greenhouses "Green Growth through the capitalization of innovative Greenhouses" is a new capitalization project co-founded under the intrerreg-MED program for a period of 18 months. The project is mainly capitalizing results of LIFE+ "Adapt2change" project by promoting, disseminating & transferring Greenhouses innovations in the MED area, minimizing water & energy demand. The project will stimulate environmental awareness on issues related to energy & water efficiency & sustainable production, contributing to Green Growth & promoting sustainable development. The project has stared on February 2018. The kick-off meeting of Med greenhouses took place on March 22th 2018 in Larissa, Greece. During the meeting, partners presented the roadmap of the work packages and project activities throughout the duration of the project and visited the Prototype Geothermal Greenhouses that was developed in the framework of "Adapt2change". Consultation workshops with all stakehoders are now planed on all the regions involved in the project: France (PACA), Greece (Thessaly), Italy (Molisse), Cyprus and Albania. 12- The Algerian Ministry of Water Resources (MRE) and the River Basin Authorities (ABH) are currently updating the National water Master Plan (PNE –Plan National de l’Eau) and the River Basin Management Plans (PDARE). These plans encompass issues related to available water resources, estimation of water requirements, and identification of water infrastructure needs. The last version of these plans were dated of 2014 covering a period of 20 years for long term planning with an assessment and update every 5 years. In the framework of the EU twinning project on Governance and IWRM in Algeria, an exercise is conducted to introduce some concepts of the EU Water Framework Directive into the revision of the River Basin Management Plan. Exploitation of satellite data to poduce valuable maps and indicators can provide valuable inputs, such as the one prepared by the SWOS project (Satellite-based Wetland Observation Service). Some SWOS products have been presented to treat topics that have not been taken into account previously mainly due to the lack of information, such as inventory of wetlands, analysis of pressures introduced by land use on surface and ground water, alteration of hydro-morphology. Algerian water resources managers were mostly interested in: monitoring sand and gravel extraction areas along rivers; identification of illegal water abstraction for irrigation by comparisons of water permits locations (i.e. authorised water abstraction points) with the short term evolution of vegetation coverage; rapid assessment of risks on surface and ground water considering 3 main classes extracted from LULC maps: agriculture areas, urban/industrial areas, and natural areas (no pressure). 13- In order to prepare the field tests of an Integrated Smart Climate Application for Vineyards, VISCA project partners met on 5th - 6th April 2018 in Barcelona. Vineyards demonstrations sites from Italy, Portugal and Spain were trained on how to upload and retrieve data onto VISCA platform. The final mock-ups for the Decision Support System (DSS) were also validated based on end users requirements and preferences. Finally, the risks encounterd were evaluated in order to settle up mitigation/contingency actions for the demonstration seasons. The DDS integrated the promising results obtained so far from the different models used in the project to support vineyards exploitation in adapting their practices to climate change. 14- Life-ANADRY project consortium held a technical meeting on 13th April 2018 in Alguazas, Murcia in order to discuss the progress of the project. The partners presented the main outcomes obtained so far and the most relevant conclusions of the operation and monitoring of the prototype. The prototype is now performing under mesophilic conditions where results look very promising. The consortium also showed the most relevant results about the dissemination plan and the networking activities carried out so far. Finally, discussions on the next actions concluded the meeting together with a technical visit. LIFE-ANADRY partners are collaborating to demonstrate the technical and economic feasibility of the correct environmental management of sludge in medium to small sized wastewater treatment plants (WWTPs) in order to transfer the outcomes obtained to other areas with similar problems, at national and international levels. 15- Israel is expected to approve plans in the next two months for two new desalination plants and the expansion of five existing ones to bolster the country’s freshwater supplies, some of which will be used to replenish the sea, Yuval Steinitz, minister of national infrastructure, energy and water resources, told Bloomberg Environment. The new facilities would double Israel’s annual desalination capacity to about 1.2 billion cubic meters (317 million gallons) by 2030 and, for the first time, earmark supplies for nature preserves, agriculture, threatened springs and streams, and the inland Sea of Galilee. 16- According to a water expert from Paris Descartes University: Tunisia, which is under level of extreme water poverty (i.e. below 500 cubic meters per year per inhabitant -430 for Tunisia), can become self-sufficient in water if it adopts a system of channels. The expert estimates that every year, some 10.1 billion cubic meters of rainwater is poured into the sea and that 4.825 billion cubic meters of this rainfall could be recovered by developing a system of channels from Oued Medjerda to south of the country. The realization of such a project, explained the expert, could not only solve the water problem in Tunisia, but also create 600 thousand "economically efficient" jobs. 17- Neno Dimov, Minister for Environment and Water, Bulgarian EU Presidency addressed the Water Supply and Sanitation Platform (WssTP audience. He said : When talking about circular economy one of the strategic resources of crucial importance we should focus on is water. Quality of life is impossible without quality and abundance of water. This goal is achievable only by common efforts on local, regional, national, European and international level. As a country that is part of both the Danube and the Black Sea regions, we have a clear understanding on the importance of cooperation for water quality, fighting water pollution, but also the economic perspectives of well-governed water resources. As a rotating Presidency, we welcomed the revision of the Drinking Water Directive (DWD). We consider DWD as one of the essential tools to ensure the quality of the water consumed in the EU. We are confident that our common objective will be that the revised Directive ensures the same level of protection of human health from adverse effects of any contamination of drinking water equally across the whole EU. 18- The French River Basin Agency RMC published its 2017 report on the status of water in its district, which relies on 4.5 million annual analyzes carried out in the rivers, groundwater and lakes of the Rhône-Mediterranean and Corsica basins, the value scales are ranging from "very good" to "bad": 52% of rivers are in good status or above. The results show a clear drop in domestic pollution and a tendency to improve concentrations of micropollutants (pesticides, metals) in the river even if new unmeasured molecules have appeared in the beam of surveillance. 19- On March 27, the French General Commission for
Sustainable Development (CGDD) published a report on wetlands and
aquatic environments as part of the French assessment of ecosystems and
ecosystem services (Efese). "For the public sector resources manager
but also the citizen, this report provides the necessary references to
inform decisions concerning these environments," said Laurence
Monnoyer-Smith, the
General Commissioner. According to this assessment,
continental wetlands and aquatic environments are among the least well
conserved ecosystems at the national level. They are home of nearly 45%
of endangered species in metropolitan France, even though the authors
noticed that the populations of waterbirds are in "a good state of

20- The Algerian Minister of Water Resources, Hocine Necib chaired, Sunday, April 8 in Algiers, a meeting devoted to the evaluation of the state of implementation of an ambitious investment program dedicated to drinking water supply for 15 wilayas, and this, in anticipation for the summer season 2018. In his speech, Mr. Necib insisted on meeting the deadlines set for commissioning all the actions launched. He also appealed to managers 'sense of responsibility at all levels to adopt management practices that meet citizens' expectations by stressing, once again, the need to strengthen communication towards users of the public water service. 21- A comprehensive Agricultural Policy
for the Maltese Islands was requested by various stakeholders in order
to provide a strategic national direction for this dynamic sector.
The agricultural sector in the Maltese Islands has been significantly
re-shaped following Malta’s accession to the European Union and changes
throughout its various facets are still ongoing. Thus, this ten-year
policy is intended to steer the agricultural sector into a more
sustainable direction by providing the means along which it can develop
and flourish, whilst remaining within the parameters of the Common
Agricultural Policy and other pertinent regulations. The Agricultural
Policy for the Maltese Islands 2018-2028 is intended to provide a clear
direction to all relevant stakeholders ranging from public entities
involved with certification, permitting and decision making to private
entities directly involved in the agricultural scenario who intend to
invest or diversify their business. As the overarching objective for
this Agricultural Policy, a ‘vision’ for the Maltese agriculture sector
was identified and agreed upon between government entities,

22- Tenders have been issued by the Water Services Corporation of Malta for trenching and pipelaying works for the "second class" water distribution network in Mellieha and Mgarr. Some 170 farmers in the Mellieħa area who have started using treated sewage – or ‘new water’ – for irrigation are reporting better produce. This encouraged other farmers to start using this water and demand for the service has increased remarkably. To meet this demand, the WSC is increasing the supply network of this "second class" water. New Water is treated in three phases – ultra-filtration, reverse osmosis, and advanced oxidification. “This three-phase treatment is indeed revolutionary, and Malta is among world leaders in the field such as Israel and Singapore,” said WSC CEO Richard Bilocca. By using new water, farmers are benefiting from a stable supply of low salinity water resulting in a very positive impact on their crops, giving them better shelf life and greater production flexibility. Farmers are also minimising the strain on the aquifer that is caused by borehole extraction, exacerbated by the poor rainfall of the last years and helping the aquifer to replenish over time. The new 20km network will serve 400ha of agricultural land and will involve the installation of around 140 dispensing points. The call for offers for these works closes in the coming weeks. 23- Water scarcity, low rainfall and high population density are major challenges of sustainably managing Malta's freshwater resources. On Wednesday, 9th May 2018 a regional conference will officially launch a LIFE Integrated Project which focuses on the development of water management measures addressing the challenges of Mediterranean islands and coastal regions. With a budget of 17 MEuros over 7 years, this project will optimise the use of precious water and build the capacity of Maltese institutions to implement the country's river basin management plan. The integrated approach will also involve water audits, investment in water treatment and greater reuse of water. Increasing islanders' awareness of the need to use water better is expected to lead to a reduction in domestic water use and an increase in available groundwater. Further information on EMWIS website
24- Lebanon is in danger of an increased
water shortage in the coming years that will leave the country
ill-equipped to satisfy growing demand, according to a study released
by Fransabank on Monday 5 March 2018. Lebanon’s available surface and
groundwater resources are already low at 839 cubic meters per capita
annually, the report found, lower than the U.N.’s water poverty level
of 1,000 cubic meters per capita per year. Annual demand for water is
set to increase to 108 billion cubic meters by 2035, up from 105
billion in 2015. By 2035, Lebanon could see a water deficit of an
estimated 210 million cubic meters of water. Further information on EMWIS

25- Since several years, Lebanon engaged
into an ambitious project of an Information and Training Centre for
Water, bringing together a water information system with training
facilities and curricula for water professionals. The information
component is part of the Mediterranean Water Knowledge Platform, UfM
initiative. Thanks to the support of FAO, a feasibility study is being
developed under the coordination of EMWIS Technical Unit with all
stakeholder in order to provide once implemented, a unique access to
reliable information concerning the water sector for the decision maker
level. Indeed a lot of information is generated through studies and
operational activities but it remains scattered and eventually
unavailable for integrated water resources management. The kick off

26- Brussels, 20 March 2018, the European
Commission and the Government of Palestine, in partnership with the
Union for the Mediterranean (UfM), hosted in Brussels, an international
donor Pledging Conference to consolidate high-level political and
financial support for the construction of a large-scale desalination
plant and its associated water supply infrastructure in the Gaza Strip,
a UfM flagship project. The Conference was opened by the Head of the
Palestinian Water Authority, Minister Mazen Ghunaim and the EU
Commissioner for European Neighbourhood Policy and Enlargement
Negotiations, Johannes Hahn, with the presence of the UfM Deputy
Secretary General for Water and Environment, Miguel García-Herraiz. It
brought together country representatives and major international
stakeholders, including the Islamic Development Bank (IDB), the
European Investment Bank (EIB), the World Bank (WB), and the Office of

27- Turkey is at risk of
becoming a “disease-prone desert” with water resources and forests
disappearing, Hurriyet Daily News reported Professor Mikdat Kadioglu
from Istanbul Technical University on April 19. “We are transforming
into a desert climate. [In this climate] there is usually little or
irregular rainfall and high evaporation due to the heat,” Kadioglu
reportedly said on the sidelines of a conference on air quality in
Istanbul. “Of course, that process is diminishing our water resources
and depleting our forests. It is also causing the insect population to
rise and increases the risk of transmitting of diseases from animals

28- Egypt’s irrigation minister warned on 3 April 2018 that the loss of 2 per cent of Egypt’s water may put 200,000 families at risk of extremism. At a seminar held at the American Chamber of Commerce in Cairo, Abdul Ati said that his country is importing and recycling water to compensate for the lack of water resources. 30- The International
Network of Basin Organisations (INBO) has published the Handbook on
Water Information Systems for the 8th World Water Forum. This guidance
document has been co-edited with UNESCO and includes world wide
contributions including from the World Meteorological Organisation
(WMO), the Australian Meteorological Bureau, the International Office
for Water, the French Agency for Biodiversity and the Mediterranean
Water Knowledge Platform. It has been launched during a special session

31- In the framework
of the Mediterranean Water Knowledge Platform, a report on legal and
regulatory enabling environment has been produced. It is the result of
a study on legislative frameworks promoting the development of National
Water Information Systems in European neighbourhood countries in the
Mediterranean. The report available in English and French analyse the
existing frameworks in 8 countries (Albania, Algeria, Jordan, Lebanon,
Mauritania, Morocco, Tunisia and France) and provides recommendations
to develop or adapt legal and regulatory texts at national levels.

32- World Water
Development Report 2018: Nature-based Solutions for Water. The document
provides evidence that changes in ecosystems have contributed to the
disappearance of several civilizations, and that if something is not
done to work with nature, instead of going against it, the end will
probably be the same. “The aim is to show alternatives and make it
clear that if we continue on the same path in which we are, we will
face drastic and irreversible consequences, such as floods and other
effects resulting from the lack of water”, says the director-general of

Project aims at researching and advocating for a Water and Sustainable

and could potentially provide wide-scale economic and political

35- The Rhone-Mediterranean and Corsica Water Agency is
launching a call for projects to support micropollutant analysis
campaigns in the domestic treatment plants targeted by the research and
reduction of hazardous substances for water (RSDE) , including
"sludge" shutter. The objective is to better know the emissions of
micropollutants from wastewater treatment plants with a capacity
greater than 10,000 population equivalents. The proposals will be
funded on a first come, first served basis, if the eligibility criteria

36- The LIFE programme has launched its 2018 call for project
proposals. This year, the program is investing close to €400 million in
nature conservation, environmental protection and climate action. As a
bottom-up funding instrument, LIFE provides applicants with flexibility
to truly innovate. The program supports projects that are either
tackling climate change, or protecting nature and the
